한국 중소기업과 대기업의 대 중국 FDI 입지결정요인 및 데모효과에 관한 연구

Abstract

본 연구는 한국 제조업의 대 중국 해외직접투자(FDI) 입지결정요인을 대기업과 중소기업을 구분하여 실증 분석하였다. 특히, 해외입지정보의 불확실성과 관련하여 대기업(중소기업)의 선행된 FDI가 중소기업(대기업)의 FDI입지결정에 영향을 주는가에 대하여 패널데이터 연구방법을 통해 분석하였다. 연구결과에 따르면 선행된 대기업의 FDI는 상대적으로 정보력이 부족한 중소기업에게 의미 있는 해외 입지 정보로 작용하여 중소기업의 FDI를 유발하는 것으로 분석되었다. 특히, 중국은 전환경제로써 대기업의 FDI는 중소기업 FDI의 불확실성을 낮추어 주는 데 모효과(demonstration effect)를 가져다 주는 것으로 보인다. 그리고 대기업의 선행투자는 중간재 생산이 많은 중소기업에게 다양한 사업기회를 제공하고 물류비용을 절감하기 때문인 것으로 분석된다. 반면, 상대적으로 풍부한 정보력과 자금력을 보유하고 있는 대기업 입장에서는 선행된 중소기업의 FDI가 의미 있는 입지정보가 되지 못하거나 혹은 특정지역으로의 중소기업 투자가 집중되면 대단위 생산시설을 필요로 하는 대기업은 오히려 그 지역을 회피하는 현상을 보인다. 그 외, 기존선행연구에서 FDI입지결정요인으로 분석된 시장규모요인, 비용요인 그리고 인프라 요인들을 분석한 결과, 중소기업은 임금과 인프라요인이 중요한 영향을 미치는 반면 대기업은 인적자원수준과 인프라요인이 긍정적 영향을 미치는 요인으로 분석되었다.

This study examines the determinants of FDI location in China by Korean small & medium sized enterprises (SME) and large enterprises (LE). We thoroughly explore the sequential FDI decision by SME and LE. We utilize a panel data analysis approach from the data obtained from the Export-Import Bank of Korea. The main fining of this paper indicates that the preemptive location decision by LE pulls SME. The main rationale behind this result stems from positive spillover from LE by the resolution of asymmetric information faced by SME. In a transition economy like China, FDI by LE would provide the demonstration effect to SME so that the move by LE lowers uncertainty faced by SME. However, the location decision by SME does not affect the FDI location decisions by LE. We also find that wage rates are an important determinant for SME, whiles the quality of human capital is important for LE. The level of infrastructure significantly affects FDI by SME and LE.
