공공임대주택 유형 및 복합입지가 주택매매가격에 미치는영향 비교분석

Abstract

우리나라의 공공임대주택은양적부족으로 인해 지속적인 공급의 필요성이 있고, 주거복지에 대한 강화된 정책은 다양한 유형의공공임대주택에 대한 수요를 증가시키고 있다. 이러한 상황하에서 공공임대주택으로 인한 다양한 문제는 주거복지 강화에 따라 더욱 심각한 계층 간 갈등을 야기시키는 원인이 될 수 있다. 또한, 지속적으로 증가하는 다양한 유형의 공공임대주택은 명확하지 않은 입지정책으로 인해 1980년대 중반 미국용커스시(City of Yonkers)에서 발생했던 공공임대주택의 입지정책으로 인한 계층 간 갈등(Field, 1989)과 같은 문제가 발생할 여지도 있다. 이러한 측면에서 다양한 유형의 공공임대주택이주변에 미치는 영향은 어떤지, 집중 또는 분산되어있는 공공임대주택은 주변에 어떠한 영향을 미치고있는지에 대한 검토를 통해 향후 공공임대주택 정책이 나가야 할 방향을 고찰하는 연구는 시의적절하다고 볼 수 있다. 하지만 기존 연구들은 개별유형의 공공임대주택이 주변 주택에 미치는 영향을 주요 관심사항으로다루었을 뿐 공급대상과 특성이 다른 다양한 유형에 따른 영향 및 여러 유형의 공공임대주택이 복합입지에 따른 공공임대주택과 주택가격 관계에 대한연구는 부족하였다. 따라서 본 연구는 수도권을 대상으로 국민임대주택, 행복주택, 뉴스테이가 주택가격에 미치는 영향을 파악하고, 유형별 공공임대주택의 복합입지에 따른 주택가격에의 상대적 영향을 파악하는 것을 목적으로 하였으며, 이를 바탕으로 공공임대주택 정책의 미래방향을 고찰하였다.

The purpose of this study is to analyze the impact of public housing including national rental housing, happy house, and Newstay, in addition, this study is to compare the relative impact of their combined location on the nearby housing resale price using Box-Cox model. As a result, it is found that when the national rental housing is adjacent, the negative premium is the highest, and the happy house is also negative but the impact is less than the national rental housing. However, Newstay, which has expanded into the middle class, has a positive premium. In addition, it is found that the combined location has a different effect on the housing price. Typically, the combined effect of the two different type of public housing offset the negative impact of the national rental housing. But if all public housing types are located close to each other, the offset effect disappears. These results show that the effect of the public housing type is differentiated. Moreover, it is also confirmed that the combined location that mixes public housing with diverse classes can be a touchstone to improve the negative perception of the public housing.
