한국 복지제도 지지의 세대별 차이: 불안감과 복지제도 평가

Abstract

이 연구의 목적은 연령대에 맞춰 설계된 한국 복지정책의 지지기반을 살펴보는데 있다. 연령이 높을수록 불안감은 줄어들었지만 불안감을 높이는 요인에는 차이가 있었다. 2030세대에게 긍정적 국가경제 전망이 불안감을 줄였으며 복지재정이 지출된다고 생각하는 노년층은 불안해하였다. 그러나 60세 이상의 노령세대의 불안감은 가구소득과 가정경제 전망만이 영향을 미쳐 복지정책이 갖는 의미가 세대마다 다를 수 있음을 보여주었다. 이러한 차이는 복지제도를 평가하는 태도에도서 나타났다. 2030세대에서 국가경제가 좋아질 것이라는 전망이 복지제도를 긍정적으로 평가하는데 영향을 미친 반면 4050세대나 노령세대에서는 영향을 미치지 않았다. 이러한 분석결과는 가까운 시점에 복지정책의 수혜를 받을 수 있는 세대에게만 복지제도가 사회안전망으로 인식되는 제한적 의미를 가지며, 차후에 그 수혜자가 될 수 있는 젊은 세대에게 복지정책은 국가경제의 긍정적 전망이 없이는 지지될 수 없는 정책임을 의미한다.

This study explores the support base of Korean welfare institutions. There are generational differences between psychological insecurities and welfare evaluation because welfare policy has been executed by age groups. The higher aged people tend to feel the less insecurities, but the factors caused psychological insecurities are different. For 2030 generation, the positive prospects of the national economy is significant, but this is not the case for 4050 generation and aged generation over 60 year old. Also, the aged generation feel psychological insecurities in the household income and the prospects of their own economy. It shows that current welfare institutions can work as a social safety for people who receive the welfare benefits. In particular, 2030 generation cannot support welfare institutions without the positive prospects of the national economy.
