사회복지공동모금회 모금과 배분사업의 성과와 과제에 대한 전문가 인식조사

Abstract

본 연구의 목적은 우리나라를 대표하는 비영리조직인 사회복지공동모금회의 모금과 배분사업의 사회적 성과에 관한 전문가 인식을 살펴보고 이를 바탕으로 향후 공동모금회의 지속적인 성장과 발전을 도모할 수 있는 방안을 제안하기 위한 것이다. 이를 위해 모금과 배분사업의 상대적 중요도 및 우선순위를 평가할 수 있는 계층적 분석 방법인 AHP 기법을 적용하였다. 분석결과, 배분사업에 비해 모금사업의 성과가 크다는 인식이 높았다. 모금사업의 대표적 성과에 대한 상대적 중요도는 (대)기업의 기부(나눔) 참여 확대가 가장 높게 나타났고, 배분사업은 지역사회 문제 해결을 위한 다양한 사업 배분과 공정하고 투명한 배분시스템 구축의 중요도가 가장 높게 나타났다. 다음으로 모금과 배분사업 과제 중 강화해야 하는 부문의 상대적 중요도를 분석한 결과, 모금사업은 기부자 특성에 따른 다각적인 모금전략 수립의 중요도가 가장 높게 나타났고 배분사업은 지역사회 기반 배분 확대(Community Impact, CI 강화)의 중요도가 가장 높게 나타났다. 이를 바탕으로 공동모금회는 모금사업과 배분사업을 진행하는 과정에서 각 사업의 대표적인 사회적 성과로 인식되는 부문의 지속적인 성장과 발전을 추진하는 동시에 개선이 필요한 부문의 보안과 새로운 시도를 수행하는 것이 요구된다.

The purpose of this study is to examine the perception of the experts on the social performance of Community Chest of Korea and to suggest the future direction based on this. To do this, we apply the AHP analysis to evaluate the relative importance and priority of fundraising and distribution sectors. As a result of analysis, it was highly perceived that fundraising was more successful than distribution. The relative importance of fundraising was the highest in participation of large corporations. The allocation of various projects and the fair and transparent allocation system for solving community problems were the most important in distribution. We also analyzed the sectors that need to be strengthened in fundraising and distribution tasks. It was found that was the most important task in fundraising sector establishing a diverse fund raising strategy depending on the donor characteristics. For the distribution, strengthening the Community Impact(C.I.) was the highest. Based on this, the Community Chest of Korea should promote the growth and development of representative social performance of fundraising and distribution in the future.
