조선후기 성저십리에 위치한 관서의 종류와 입지 특징

Abstract

이 논문은 성저십리의 필요성과 역할을 이곳에 포진한 중앙 관서의 종류와 입지 특징에서 고찰하였다. 조선후기 성저십리에 위치한 관서의 특징은 첫째, 외관직 종2품과 경관직 정3품아문에서 종6품아문까지 소재하였고 종6품아문이 가장 많았다. 종5품아문의 경우에는 종6품아문에서 승격된 공통점을 갖는다. 둘째 한성부에 분포한 관서는 대부분 동반관서로 오부 중 서부에 가장 많이 분포하였다. 성저십리도 마찬가지로 서부 도성 밖에 가장 많은 수의 관서가 소재하였고 모두 동반관서였다. 셋째 성저십리 관서 중 분서나 분감 형태가 상당수 분포하였다. 관서의 업무 특징에 따라 필요한 경우 성저 공간에 설치하였고, 동일 관서라 하더라도 특징별로 관서를 나누어 설치한 사례를 확인할 수 있었다. 성저십리 내 관서의 입지 특징은 한 곳을 제외한 모든 관서의 설치시기가 행정 편제를 앞선 점이다. 즉 대부분 관서가 조선 초기에 설치되었지만 당시 해당 지역은 오부체계에 편입되기 전이었다. 따라서 초기의 관서 위치는 자연 지형으로 표기되었다. 하지만 조선후기에 해당 지역에 방명이 정해지면서 공식적으로 행정 구역이 설정되었다. 입지 유형은 주로 경강 주변에 포진했다는 특징을 가져서 해당 관서의 업무 특징이 입지 선택에 그대로 반영되었음을 확인할 수 있었다. 또 다른 유형으로 격리의 형태도 있었는데, 격리 이유는 각 관서별로 차이가 있었다. 활인서는 도성 안을 보호하기 위한 격리라면, 독서당은 연구와 독서에 전념시키기 위한 사회적·인적 관계의 격리로 구분할 수 있다. 이처럼 해당 관서는 성저십리에 위치함으로써 중앙 관서의 지위를 얻어서 행정체계의 계통과 행정운영의 편의가 높았고, 관서 업무에 필요한 지리적 효율성까지 갖출 수 있었다.

This research is about the necessity of Seongjeo Shibri area(the perimeter which surrounded the capital city) and characteristics of types and positions of central government offices in it in late Joseon. One, it had from Major 3rd Official Rank to Minor 6th Official Rank and most of them being Minor 6th Official Rank. In the case of Minor 5th Official Rank, it has similarity elevated from Minor 6th Official Rank. This is significant in that in late Joseon, big population input into Seongjeo Shibri area with its transition into a commercial city and the increased importance of government offices went alongside. Two, government offices distributed around Hanseong-bu are mostly (civil servants government offices in the Western district among five districts. Three, substations was abundant among government offices in Seongjeo Shibri. Government offices were placed according to their task characteristics. Even when it was the same government offices if the characteristic of its task was different, they were separated. A unique aspect of government offices' position in Seongjeo Shibri is that all government offices' establishment time is before the formation of administration; government offices was established in early Joseon before adopted into Five District System. Therefore, the position of government offices was originally marked as natural topography. As the area got recognition as Bang, they were officially marked as an administrative area. Distribution type of government offices near Han-River, showing how their characteristics of the task are directly reflected in its position. Another type is isolation with different reasons among government offices. Like this, government offices in Seongjeo Shibri has maintained its position as central government offices along with the convenience of administrative operation and geographical effectiveness for their task.
