복지국가의 변화과정과 전략에 관한 비교연구

Abstract

본 연구의 목적은 크게 두 가지로 구분된다. 하나는 노동시장과 복지제도의 관계를 중심으로 주요 복지국가의 변화과정과 전략을 탐색하는 것이고, 다른 하나는 서구 복지국가들과의 비교 속에서 최근 급격한 정치·경제·인구학적 변화를 경험하고 있는 동아시아 복지체제의 유형화 가능성을 모색하는 것이다. 특히 기존 지표의 한계를 극복하고 동아시아 국가를 포함함으로써 발생하는 방법론적-이론적 적절성 논쟁에 대응하기 위해, 복지국가의 다차원적 측면을 반영하였고 이념형 분석 방법을 활용하여 복지국가의 변화 정도와 방향 및 주요 전략을 분석하였다. 그 결과, 스웨덴이나 미국과 같은 일부 국가들은 전통적인 기존의 복지제공 방식을 유지해 왔으나, 대부분의 국가들은 노동-복지의 결합방식과 변화 전략에 나름의 고유한 제도적 결합방식을 가지고 있는 것으로 확인되었다. 특히 동아시아 복지국가들은 하나의 유형으로 수렴되지 않는 양상과 전략을 보이는데, 한국은 법적 고용보호 정도를 감소시키는 전략을 활용하여 자유주의 복지국가의 속성으로 변화하는 반면, 일본은 다소 혼재되고 차별적인 속성을 보이며 보다 평등한 임금소득 구축의 노력을 주된 변화의 전략으로 활용하고 있다. 이처럼 복지국가의 변화에는 단일한 변인만으로는 확인할 수 없는 다양한 변화의 과정과 전략이 존재하며, 이념형 분석은 복지국가 변화의 수렴과 분화 및 다차원성을 동시에 고려할 수 있다는 점에서 국가 간 비교연구에 유용한 방법이라 할 수 있다.

The principal objective of this study was to explore the changes and strategies of welfare states based on the welfare-labor nexus, and to assess the possibility of categorizing the East Asian welfare regime. This study reflected multi-dimensional aspects of welfare states and assessed the extent of the relevant changes using ideal-type analysis based on a fuzzy-set approach to overcome or circumvent existing methodological–theoretical limitations. As a result of this analysis, most countries were shown to have their own systematic combination of welfare-labor nexus and changing strategies, whereas Sweden and US have maintained traditional characteristics of welfare programs. In particular, East Asian countries exhibit divergent patterns of change and strategies that cannot be converged into a single category. Whereas Korea has changed into a liberal welfare state using a strategy designed to lower the level of employment protection legislation, Japan has mainly utilized a wage inequality design, which employs some hybrid and unique features.
