복지국가의 변화에 대한 이념형 분석 : 신사회위험의 등장과 사회투자전략의 모색

Abstract

본 연구의 목적은 구사회위험의 대응전략으로서 소득보장정책과 신사회위험의 대응전략으로서의 사회투자전략을 함께 고려하여, 복지국가 변화의 방향성과 정도를 평가하는데 있다. 이를 위해 OECD 주요 회원국 14개국을 대상으로, 퍼지셋 접근방식에 기초한 이념형 분석을 시도하였다. 분석 결과, 각 복지국가들은 나름의 고유한 소득보장--활성화--가족지원의 결합방식을 가지고 있었으며, 경제위기와 신사회위험에 대비하여 변화를 경험한 국가가 일부 존재하는 반면, 기존의 복지제공 방식을 유지하고 있는 국가도 있었다. 특히 북유럽과 유럽대륙 국가, 그리고일부 영미계열 국가에서는 사회투자전략의 강화 현상이 목격되었으나, 남부유럽과 동아시아 국가, 그리고 미국에서는 전통적 복지체제의 특성을 유지하면서 신사회위험에 대한 대처 수준이 낮은 것으로 밝혀졌다. 이러한 국가 간 변화의 다양성은 복지체제 또는 복지국가의 유형화 논의 과정에서, 특정 국가 혹은 국가군의 속성이 어느 하나로 굳어져 그것이 지속될 것이라는 이론적 예측이 더 이상 유효하지 않을 수 있다는 점을 보여주고 있다. 따라서 복지국가는 고정된 상태가 아닌 고유한 전략 속에서 분화와 수렴이 동시에 진행되는 실체로 인식해야 한다.

This paper aims to examine a direction and degree of welfare state changes, based on the income support programs for old social risks and the social investment strategies for new social risks. For this purpose, 14 OECD countries are analyzed by using a fussy-set ideal type analysis. As a result, each country has its own strategies to deal with the changes. Nordic and Continental European countries expand their public spending on social investment strategies to deal with economic recession and new social risks. However, Southern European and East Asian countries do not share out new social risks by maintaining their own traditional welfare regime. This study reveals some limitations in an existing argument on the welfare regime: the attribute of a certain welfare state or a certain welfare regime has remained unchanged. Therefore, the welfare state should be recognized as not a fixed form but an ongoing subject in which there are both convergence and divergence in it’s own change strategies.
