일본의 영어교육: 역사적 변천 과정과 현황

Abstract

일본의 영어교육은 160여년의 역사를 지니고 있다. 본 연구에서는 문헌 연구 및 역사적 접근법을 활용하여, 일본의 영어교육을 그 당시의 사회, 정치, 교육적 변화와 밀접히 비교하여 고찰하는 것을 그 목적으로 한다. 19세기에 산업화와 근대화를 완수하기 위해 일본에 신속히 도입된 영어교육은 서구 문물의 수입과 모방을 위해 가장 효율적인 도구로 간주되었다. 19세기 말에서 20세기 초에 근대화 과정을 완수한 일본에서는 이후 제 2차 세계대전을 거치면서 영어를 적국의 언어로 간주하여 그 교육을 공식적으로 금지시켰다. 그러나 전쟁 패망 후 20세기 후반 일본에서는 영어가 적극적으로 교수되며 다시 그 교육적 위상이 제고되었다. 전후 경제 부흥기와 그 후의 고도로 산업화된 일본 사회에서 국제어로서의 영어라는 개념은 점차 공고화되어 왔으나, 그와 동시에 지나치게 입시 위주의 영어 학습은 일본에서 의사소통 중심 영어교육이 시행되는 것에 지대한 장애물로 작용해 왔다. 본고는 21세기 들어 분석되고 있는 일본 학생들의 영어 학습 탈동기 및 원어민 보조교사 정책 등의 최근의 변화 역시 분석하고 있다.

This paper adopted a historical research approach to identify educational insights from Japan to the neighboring country of Korea. The development of English education in Japan was analyzed with close reference to its social, political, and educational changes thereon. English education in Japan was initiated in the late 19th century as a means to industrialize and modernize the nation; English was regarded as the most effective tool to introduce Western civilization to Japan. During World War Ⅱ, the Japanese government officially banned English instruction to domestic students because English was regarded as the language of the enemy nations. However, English soon regained its prestigious educational status and was reinstated as de facto the only foreign language in Japan during the latter half of the 20th century. The notion of English as an International Language (EIL) was gradually consolidated in Japanese society, but the exam-oriented societal needs stymied a practical introduction of communicative language teaching across Japan. The recent changes in English education in the 21st century such as students’ English learning demotivation and assistant language teacher (ALT) system are also explicated in this paper.
