울산항의 액체화물 클러스터 구축방안에 관한 실증 연구

Abstract

최근 동북아시아에서의 석유소비의 증가와 더불어 동남아시아와 분리된 독립적인 오일허브의 설립 필요성이 증대되고 있다. 동북아 지역의 중심에 위치한 우리나라의 울산은 지리적 이점, 천혜의 항만 조건, 잉여 정제력과 우리나라 석유및 석유화학공업의 중심지라는 강점을 갖고 있다. 아울러 울산 및 주변지역에는연관 산업이 상당한 규모에 이른다. 즉 액체화물 클러스터가 어느 정도 구축된 이러한 강점으로 동북아 오일허브를 추진할 경우 가장 경쟁력 있는 지역 중 하나로꼽을 수 있을 것이다. 강점을 최대한 살리고 열세한 부분을 보완해 나간다면 동북아의 석유물류중심으로 성장⋅발전할 수 있는 잠재력이 충분하다. 따라서 본 연구를 통해 오일허브를 추구하기 위해서는 현재 울산항의 액체화물클러스터 구축수준을 종합적으로 진단 후, 구축전략을 제시하고자 한다. 본 연구는 항만클러스터에 대한 이론적 고찰, 선행연구, 네덜란드 로테르담 항만 및 싱가포르 항만 등의 선진사례연구, 설문 분석을 통해 액체화물 클러스터 구축에 미치는 결정요인으로 요소⋅수요조건, 연관⋅지원 산업조건, 경쟁조건 3가지를 도출하였다. 설문 대상을 액체물류클러스터와 직접적으로 관련된 선사, 화주, 항만운영업체, 공공기관 등을 대상으로 하여 울산항의 액체물류클러스터 구축수준에 대하여 실태조사를 하였고, 연관⋅지원 산업조건과 경쟁조건이 울산항의 액체화물 클러스터 구축 효과에 상당히 유의한 영향을 미치는 것이 실증검증되었다. 이 실증검증 된 결과를 토대로 울산항의 액체화물 클러스터 구축전략 수립을 위한 9개 핵심과제를 선정한 후 인프라 확충, 제도적 개선, 정책적 지원 3개분야로 분류하여 상세하게 제시하였다.

With a high increase in demand for oil, a need of establishment of a Oil Hub in Northeast Asia separated from South East Asia independently. Located in a center of Northeast-Asia, Ulsan Port has a strength in geographical advantage, excellent port conditions, excessive refinery capacity and petrochemical complex in Korea. Furthermore there are many related industries to petrochemicals in Ulsan and its adjacent are. If the port of Ulsan push ahead with the establishment of liquid cargo cluster, it will become a more competitive port not only as a liquid cargo handling port in the world but a potential to become a oil hub port in Northeast Asia. Therefore, this study aims to investigate how to establish a cluster basis of a liquid cargo for Ulsan by employing a questionnaire survey. The study draws out 3 determinants for an establishment of a liquid port cluster such as factor/demand condition,supporting industries condition and competition condition through a theoretical review and a previous study. Furthermore a case study of advanced ports such as Rotterdam port and Singapore port in the world. Structured questionnaires were distributed to shipping companies, shippers, port operators, officials related to port cluster and analyzed to find out which factor is more influenced to establish a port cluster. It was suggested Nine Core Tasks for the establishment strategy for a liquid cargo cluster in the Ulsan Port including improvements in infrastructure and facilities, institutional instruments and policy support.
