공공기관 지방이전의 수도권 인구집중 완화 효과에 관한 연구

Abstract

본 연구는 공공기관 이전정책이 수도권 인구집중 완화에 어떠한 영향을 미치는지 분석하고, 분석결과를 바탕으로 정책적 시사점을 제시하는 것이 목적이다. 이를 위해 공공기관 이전정책에 대한 기존 선행연구를 검토하고, 수도권을 대상으로 시계열분석을 수행하였다. 수도권의 범위는 생활권, 경제권, 계획의 범위에 따라다르게 정의될 수 있으나 본 연구에서는 수도권정비계획법 시행령에 의거하여 서울시, 인천시, 경기도를 포함하는 권역을 수도권으로 정의하여 분석대상으로 설정하였다2). 본 연구에서 분석대상 공간범위로 수도권을 설정한 이유는 수도권을 구성하는 세 지역간 공간적 연계가 너무도 긴밀하여하나의 공간적인 단위로 간주해도 무리가 없기 때문이고, 공공기관 이전정책에 해당되는 대부분의 공공기관 및 정부 산하기관들이 수도권에 집중되어 있기 때문이다. 마지막으로 분석결과를

The purpose of this study is to analyze the effect of public organization relocation policy on the reduction of population concentration in the Seoul Metropolitan area and to suggest policy implications based on the analysis results. For this purpose, 34 time series of data were utilized in the Seoul Metropolitan area from 1982 to 2015, and the analysis method was conducted using error correction models. The analysis showed that the policy of public organization relocation policy, the target variable for this study, had a negative(-) effect on net inflow of population into the Seoul Metropolitan area, which means it is effective in easing the concentration of population in the Seoul Metropolitan area. In other words, public organization relocation policy can be regarded as the achievement of the main objective of the policy to reduce the concentration of the population in the Seoul Metropolitan area. It is meaningful that this has attempted an empirical analysis of the effects of the public organization relocation policy on the reduction of concentrated population in Seoul Metropolitan area, and this study could serve as a catalyst for further studies.
