사회자본과 거버넌스 증진을 위한 시민사회의 역할

Abstract

각 국가에서는 공동체의 중요성을 인식하는 사회자본, 그리고 민관의 효율적인 파트너십을 강조하는 거버넌스 연구가 진행되고 있다. 본 연구에서는 서구사회에서 이루어지고 있는 사회자본과 거버넌스에 관한 논의가 우리나라에서는 어떻게 이루어질 수 있는가를 살펴보았다. 서구사회에서 논의되고 있는 사회자본과 거버넌스를 한국사회에 도입하는데 있어서 이론적 구성과 논의를 한국적 상황에 맞게 재정립할 필요가 있다. 사회자본을 개인의 사회관계 속에서 이루어지는 다양한 관계에서 발생하여 인간의 삶에 영향을 미치는 합의로 정의하고, 거버넌스를 정부, 시민사회, 시장 등 다양한 행위자의 민주적 통치과정으로 정의한다면 우리나라 사회의 독특한 사회자본과 거버넌스가 형성될 수도 있고 사회자본과 거버넌스의 효과 역시 독특하게 이루어질 수 있다.

As a result of government failure, each countries are under the study of governance that emphasizes government innovation, social capital, and effective partnership between the public and private based on a new liberalistic approach. This study investigated how the argument that discussed in the western society focused on social capital can be applied to Korea by comparing the Tocqueville model and the Putnam school approach. To adapt social capital theory that is developed in the western society to Korea, it needs to be readjusted to the circumstances of Korea. If we define social capital as the participation of social members, networks, and social relationships based on trust that has positive effects on the development of nation and civil society, Korea's unique social capital can be formed, and its effect also can be very peculiar.
