로컬거버넌스 시스템으로 본 주민자치센터의 문제점과 그 원인: 군포시 사례를 중심으로

Abstract

본 연구의 주된 목적은 주민자치센터가 로컬거버넌스를 구현하는데 있어서 그 역할과 운영방식에 있어서의 문제점을 확인하고 그 원인을 분석함으로써 주민자치센터의 발전방향을 제시하는데 있다. 주민자치센터의 문제점을 파악하기 위해 본 연구에서는 선행연구에서와 달리 거버넌스를 구축하기 위한 자원, 파트너 십, 외부환경 등 환경적 조건 이외에 그 주민자치센터의 운영능력이라 할 수 있는 기능 차원을 추가하여 분석틀을 구성하였다. 분석 결과, 자원에 있어서는 자원봉사자가 부족하다는 문제점을, 파트너십에 있어서는 주민이 자치센터를 자치기구로 인식하고 있지 못하고, 홍보가 부족하며, 주민자치위원회의 주민대표성이 미흡하다는 문제점을, 외부환경에 있어서는 지방자치단체의 주민자치센터 재정지원에 있어서 대응성이 미약하다는 문제점을, 기능에 있어서는 주민자치프로그램이 부족하고, 프로그램 개발에 주민참여가 부족하다는 문제점을 확인할 수 있었다.

The main purpose of this study is to find out problems of community centers in terms of roles and operations in realizing local governance and to analyze the causes of these problems. Doing these analyses would help enhancing the role of community centers. To analyze the problems of community centers this study employs analytical framework of four dimensions: resources, partnership, external environment, functions. The major findings are as follows. First, in terms of resources, volunteers are not sufficient. Second, in terms of partnership, residents do not consider community centers as self-governing entity, and public-relations are not enough. Furthermore committee members of community centers are not representative. Third, in terms of external environment, local governments are not responsive to providing financial supports to community centers. Finally, in terms of functions, programs for self-governing is not sufficient, and residents' participation in developing programs is lacking.
