사회보험 관리개선방안에 대한 소고

Abstract

한국의 사회보험은 OECD 국가들의 평균에 비해 관리비용이 3배나 높은 것으로 알려져 있다. 이러한 한국사회보험의 관리비용은 전반적인 시스템을 개선하지 않고는 효율적으로 전환시킬 여지가 적다고 하겠다. 이 연구에서는 한국사회보험의 비효율성에 대한 다양한 이슈들에 대해 검토를 하고 사회보험의 효율화를 위한 대안들을 제시하였다. 이 연구에서는 단일의 대안을 제시하는 대신에 4가지의 한국사회보험 시스템의 개선방안을 제시하여 앞으로의 연구에 도움이 되고자 했다.

This study discusses efficiency issues of social insurance management in Korea. It is known that management cost of social insurance in Korea is three times higher than average cost of OECD countries. System restructuring is the only way to improve the efficiency of social insurance management. This study does not recommend one best model for social insurance management reform. It suggests 4 models each of which can be reviewed as an alternative for current social insurance system
