Abstract
평생교육의 학문적 정체성을 확립하는데 있어 인적자원개발과의 관계에 대한 논쟁이 이어지고 있다. 실천 현장에 있어서도 평생교육이 국가인적자원개발의 한 축으로 추진됨에 따라 지역으로 갈수록 평생교육과 인적자원개발을 둘러싼 혼란과 갈등은 깊어진다. 그러나 한국 평생교육 분야의 평생교육 대 인적자원개발 논쟁은 이미 1990년대 미국의 인적자원개발 영역에서 전개되었던 학습 대 성과 패러다임 논쟁의 연장선상에 있다. 본 연구는 인적자원개발에 관한 다양한 정의들이 어떻게 서로 다른 관점을 형성하며 논쟁의 기원이 되었는지 제시하였다. 그리고 성인교육과 인적자원개발 간의 관계에 있어 선을 긋기 보다는 상호 유사점과 차이점을 이해하고 협력하였는지를 보여준다. 마지막으로 인적자원개발 영역에서 학습 대 성과 패러다임 논쟁이 어떻게 전개되었고 이후에 제3세대 패러다임의 가능성을 전망하는 것으로 이어졌음을 제시하였다. 이러한 논의들을 통해 평생교육과 인적자원개발이 공존하고 발전함으로써 서로의 학문적 정체성을 확립하고 실천적 대안의 제시가 활발해질 것으로 본다.
In order to elaborate the disciplinary identity of lifelong education, the debate about relationship between Lifelong education and HRD has continued so far. Because the Korean government expanded National Human Resource Development plan without proper consensus, the conflict between Lifelong education and HRD exists among the regional practitioners. However, the some kind of debate existed among the American HRD scholars in 1990s. The debate was on paradigm between learning and performance. Korean Lifelong education scholars can learn from the American lessons. This study tried to trace the flow of paradigm debate to extract the implications for the Korean Lifelong education. First, the origin of debate is derived from the various definitions of HRD. Many perspectives on HRD triggered the debate between learning and performance. Second, the relationship between Adult education and HRD was investigated. This study showed features that are different and common in both of the areas. Understanding and cooperating with the other party is more important than competition. Last, the paradigm debate between learning and performance was investigated. The major reason of the debate was the academic background. Historical debate resulted in the new paradigm called the 3rd generation HRD paradigm. This study argues that this paradigm would open the possibility of co-evolution between Lifelong education and HRD in the future.
