중앙입양원의 운특성 및 발전방안

Abstract

본 연구의 목적은 중앙입양원의 운특성을 성과와 한계점 중심으로 파악하고, 조직의 향후 발전방안을 제시하는 것이다. 이를 위해 사업계획서와실적보고서 등 중앙입양원의 내부자료를 심층적으로 분석하고 조직구성원의 의견을 수렴하다. 이와 함께 입양관련 기존 연구물과 법률 및 협약자료, 전문가의 의견을 종합적으로 분석하다. 연구결과, 운특성은 헤이그협약 비준을 대비한 대응체계 구축, 입양정보통합관리시스템의 전산화 및사후서비스 제공, 조사연구와 홍보활동 전개, 그리고 예산규모의 증가와 효율적인 예산편성으로 확인되었다. 이에 따른 발전방안은 공공성 강화에 초점을 둔 촘촘한 추진기반 확보, 국가책임의 체계적인 사후서비스 제공, 아동이익 최우선의 원칙에 입각한 입양정책의 철저한 실행, 그리고 입양에 대한 접근방식의 전면적 변화 등 네 가지 역으로 구분하여 발전전략과 구체적인 실행과제를 제시하다. 이와 같은 연구의 결과는 입양관련 법률 및제도를 정비하거나 중앙입양원의 역할 및 기능을 강화하는데 활용될 수 있다. 향후에도 입양제도의 공공성 강화를 위한 다차원적인 연구가 지속적으로 이루어져야 할 것이다.

The purpose of this study was to investigate the management char acteristics of Korea Adoption Services(KAS) with focus on its perform ance and limitations, and present a future development plan for this organization. To this end, this study conducted in-depth analysis of KAS internal data, and collected opinions of the organization members. In addition, this study made a comprehensive analysis of the existing research results, laws, agreement data, and experts opinion. As a result of the research, The management characteristics of KAS were identified as; (1)construction of a system for ratification of the Hague Convention; (2)computerization of the adoption in formation management system and post-adoption service; (3)develop ment of research and promotion activities; and (4)increase in the budget scale and efficient budget planning. This study proposed securing of a tight promotion foundation with focus on publicness strengthening, systematic post-adoption service, thorough execution of the adoption policy based on the principle of top priority on chil dren’s interests, and overall changes in an approach to adoption. The research results could be used for improving the laws and institutions related to adoption, or for strengthening the role and function of KAS. Multidimensional researches should be continuously done for public ness strengthening of the adoption system even for the time to come.
