- 전체적으로 1965년 이후 일반 대중의 이민정책에 대한 생각은 점차 부정적인 경향이 강화되고 있고 많은 이들이 이민문제에 심각성을 인식하고 있음을 알 수 있다. 이러한 이민정책에 대한 대중의 관심의 증가와 여론의 악화는 정책 입안자들에게 직접적인 압력으로 다가왔으며 의회의 즉각적인 반응을 촉구하는 역할을 하였다2. 부시 행정부하 이민법 개정안의 내용과 전개과정
