서울시 아파트 단지 내 작은도서관 공급과 운영 특성

Abstract

이 연구는 아파트 단지 내 작은도서관이 가지고 있는 한계와 가능성을 탐색하기 위해 시작하였다. 500세대 이상 공동주택에 의무적으로 설치하고 있는 아파트 작은도서관은 공급주체와 관리주체, 운영주체가 상이함에서 문제가 발생한다. 「도서관법」에서 정의하는 작은도서관과 「주택법」에 의한 부대복리시설 일부로서 작은도서관의 가치가 곳곳에서 충돌하고 있다. 작은도서관이 아파트 단지 내부에 위치함에 따라 외부와 단절된 폐쇄적인 운영으로 입주자 대표회의 의견이 크게 좌우된다. 부대복리시설에 속하기 때문에 입주자들의 공동관리비를 지불하여 운영되는 재산적 가치의 공유 공간으로 인식함에 따라 자원봉사자 및 작은도서관을 운영하고자 하는 이들의 주체적인 운영이 어렵다. 이 연구는 공공도서관으로서 작은도서관이 가져야 하는 본래의 가치 확보와 입주자의 부대복리시설로서의 기능을 담보하기 위한 근본적인 논의가 필요하다는 점에서 착안하였다. 연구의 범위는 「작은도서관 진흥법」제12조 작은도서관 운영 실태조사에 따른 데이터를 중심으로 공급 및 운영 실태에 대한 종합적인 사항을 살펴보고자 한다. 자료의 출처는 문화체육관광부 국가도서관통계시스템에서 제공하고 있는 2016년 서울시 작은도서관 자료를 활용하였다. 연구의 대상은 총 926개 서울시 작은도서관 중 아파트 작은도서관 141개소를 중점적으로 분석하였다. 주요 조사항목으로는 작은도서관의 공급요건과 현황, 인력, 예산, 프로그램 등의 활용 실태를 종합적으로 살펴보았으며, 이를 통해 아파트 작은도서관 공급 및 운영정상화를 위한 정책적 개선방향을 제시하는데 목적이 있다. 공급측면에서 대단지 공급 시 각 단지마다 개별적으로 단일형태로 공급하기보다 거점 및 클러스터 테마형으로 공급될 필요가 있다. 운영측면에서 각 작은도서관의 수요와 이용행태를 고려하여 지속적인 운영이 될 수 있도록 유연한 운영관리방식을 가져야 한다. 마지막으로 제도적인 제안은 작은도서관 공급관련 법 개정이 필요하다. 의무설치로 강제하기보다 도서관 기본계획 등 종합적인 상황들을 고려할 필요가 있으며, 공급 및 운영주체에 대한 명확한 명시가 이루어져야 할 것이다. 이와 더불어 공공성을 담보할 수 있도록 정부와 지자체의 적극적인 행정적, 재정적 지원이 필요하다.

As of 2017, Small libraries in apartment complexes have expanded quantitatively without public support. And the overall quality of service come to be low due to the operational difficulties. The scope of the study is to examine the comprehensive aspects of the supply and operation of the library centered on the data of the Small Library Promotion Act, Article 12 Small Library Operations Survey. The source of the data was the small library data of Seoul in 2016, which is provided by the National Library Statistics System of the Ministry of Culture, Sports and Tourism. The subjects of this study were focused on 141 small libraries in 926 small libraries in Seoul. The method of this study was a statistical survey of the actual condition of small libraries. In addition, spatial location analysis was performed using GIS. The main results are as follows. On the supply side, it is necessary to supply base and cluster themes rather than supplying them individually in a single form when supplying large lots. In terms of operation, the library should have a flexible operation management system to ensure continuous operation considering the demand and usage pattern of each small library. Finally, institutional proposals need to be revised for small library supply laws.
