지방자치단체 광역행정체제에 대한 인식조사 : 현황과 대안을 중심으로

Abstract

지방자치제를 실시한지 10년이 넘은 시점에서 기존의 지방자치법에 명시된 광역행정체제에 대한 분석을 통해 새로운 광역행정체제의 도입과 발전을 모색할 필요성을 인식하였다. 즉 기존 광역행정체제에 대한 평가를 바탕으로 현 체제의 문제점을 극복하고 새로운 환경변화에 적합한 대안적 광역행정체제의 필요하다는 인식을 하게 되었다. 이러한 새로운 광역행정체제의 필요성을 바탕으로 효율성, 거래비용, 집단행동 등의 이론적 관점을 통해 기존 광역행정체제와 대안적 광역행정체제의 특성을 비교․평가하였다. 그리고 현행 광역행정체제와 대안 광역행정체제에 대한 실증분석을 시도하였다. 이 실증분석의 결과 현행 광역행정체제 가운데 행정협의회를 가장 많이 시행하고 있는 것으로 나타났고 세 가지 대안체제 가운데 지자체간 협약을 가장 높은 인식을 하는 것으로 나타났다. 끝으로 광역행정체제의 발전을 위해서 중앙정부의 지방자치단체에 대한 법제도적인 배려와 지방자치단체의 적극적인 광역행정 노력이 필요할 것이다.

As local autonomy reaches its full growth in Korea, there is renewed interest in inter-local government collaboration which emphasizes the harmony between democracy and efficiency. This study focused on inter-local government collaboration in that it may obtain variety and autonomy of local government as well as develop local government institutions. We review current operation situation and problems, empirical difference between provincial/metropolitan government and city government, and possibility of adopting alternative service delivery. For this, first of all, this study attempts to explain the significance and need of inter-local government with various theories with the analysis of current management and problems of inter-local government collaboration. With theoretical framework and case study, we do empirical study on current and alternative inter-local government collaboration. As for the empirical study, we survey local government officials who take charge of inter-local collaboration in 245 local governments.
