- Abstract
- Following the successful conclusion of five FTA negotiations including Korea-Chile FTA in April 2004, Korea-Singapore FTA in March 2006, Korea-EFTA FTA in September 2006, Korea-ASEAN FTA (goods only) in June 2006, and Korea-US FTA in April 2007 subject to congressional ratification, Korea finally began the FTA talks with the largest economic bloc in the world, the European Union. Since the first negotiation in May 2007. Korea and EU have finished the seventh talk in June 2008.
Generally, the FTA negotiations may include 20 areas such as Market Access(mostly industrial products), Agriculture(including SPS), Fishery Industry, Textile, Preferential Rule of Origin, Customs Clearance, Automobile, Pharmaseutical Products, Trade Remedy(Anti-Dumping Chapter, Subsidy, and Safeguard Chapter), TBT, Investment, Service, Telecommunication, Banking, Competition Policy, E-Commerce, Intellectual Property, Governmental Procurement, Labor, and Environment. Korea and the U.S.A. have established 18 negotiating groups to address these areas.
On the other hand, Korea-EU FTA negotiations face several unique issues such as equal market access, KORUS parity, special rules for NTBs in the TBTs, service, rules of origin, trade remedies, special rules for agricultural products, etc. Among others, the main issues of Agricultural Negotiating Group involve the scope of market access for agricultural products and phasing out period for tariff elimination, special provisions for Agricultural Safeguard, TRQ management, agricultural subsidy.
