대량 탈북사태 시 경찰의 치안 유지 방안

Abstract

대량 탈북사태는 일종의 비상사태인 동시에 중대한 안보적 위기상황이다. 대규모 탈북민이 국내에 밀려들어올 경우 평상적 상황을 전제로 한 현행 탈북민 대책으로 이 같은 사태에 효과적으로 대처할 수는 없다. 대량 탈북사태 발생 시 경찰의 치안 유지는 매우 중요하다. 치안을 확보하지 못할 경우 정치불안과 사회혼란이 가중될 뿐만 아니라 이를 틈탄 각종 범죄가 기승을 부릴 소지가 있고, 북한의 대남공작도 교묘하게 전개될 가능성이 높다. 이에 경찰은 치안유지 방안의 일환으로 ① 추가 치안인프라 확보, ② 탈북민의 구조․접수․이송 및 임시 수용시설 관리, ③ 탈북민 신변보호, ④ 탈북민 관련 범죄 예방 및 억제, ⑤ 사회안정화 등의 대책을 마련함으로써 국가적 위기상황을 슬기롭게 극복해야 한다.

Mass defection from the North Korea is not only a state of ermergency but also a grave crisis in national security. In case of massive influx of North Korean defectors(abbreviated as NKD hereafter), the existing ROK(South Korea) measures to receive them could not work well. That is because such measures are basically contrived for the ordinary times. In the mass defection situation, the Korean Police Agency's role to maintain public peace is very important. If we fail to secure public safety at the exceptional times, political instability or social disorder would increase and also diverse crimes could be raging riding on that critical situation. In addition, North Korea's operations against the South is possible to be artfully advanced. So the national police should wisely overcome the emergency by working out and applying special measures, including establishment of further public safety infrastructure, rescue, taking over and transfer of NKD, management of temporary accommodation facilities, personal safety protection of NKD, prevention and suppression of crimes related them, and social stabilization plans.
