- Abstract
- The legally defined Exclusion Areas (EA) surrounding nuclear power plant, restricting either permanent residence or exit and entrance to guarantee maximum safety in case of imagined nuclear accident, have exerted significant impact on passive land use pattern per se. The paper focuses on diverse practical means to utilize Exclusion Areas, which would uphold efficiencies in land uses and expand acceptability among the general populace. From the comparative contexts, the paper tackles three key issues. First of all, it presents legal and institutional bases in terms of delineation and definition of Exclusion Areas Boundary (EAB). Secondly, it suggests alternative land use plans within the Exclusion Areas, including location of public relation facilities, eco-parks, and sport complex. Thirdly, it deals with conflicting factors among major stake holders. It recommends that the legal and institutional changes concerned with Exclusion Areas are essential to assure appropriate land uses, under the conditions of the flexible risk and safety management plans on Exclusion Areas and their vicinities. Furthermore, in order to implement alternative land use plans, as the paper emphasizes, it requires a series of negotiation among key stake holders, encompassing the nuclear power authorities and neighboring residents.
