그리스 재정위기와 유로의 정치경제: 유로 12년, 성공 신화에서 위기로?

Abstract

1999년 출범한 유로의 첫 십년은 눈부시게 성공적이었다. 유로의 출범은 유럽의 자본시장 통합을 촉진했으며, 역내 국가간 무역의 확대에도 기여했다. 2008년 전대미문의 글로벌 금융위기가 발발했을 때도 유로 지역 국가들은 비교적 위기를 순탄하게 벗어나는 것처럼 보였다. 그러나 2009년 그리스의 재정위기가 포르투갈, 아일랜드, 스페인을 거쳐 유로 지역 전체의 위기로 확산되면서, 이러한 평가와 미래의 낙관적 전망을 무색하게 만들었다. 이 글은 최근 그리스의 재정위기로부터 시작된 유로의 위기와 관련된 쟁점들을 검토한다. 위기 확산에는 그리스의 방만한 재정 운용, EMU 회원국간 경제적 불균형의 확대, 글로벌 금융위기의 영향, EMU 내 통화정책과 재정정책의 분리, 독일과 프랑스의 공동 리더십 약화 등 다양한 요인이 복합적으로 작용하였다. 유로 지역은 향후 재정 규율 강화와 정보 공유, EFSF의 설립을 통한 거버넌스 개혁, 유럽통화기금의 창설, 새로운 리더십의 모색 등 다양한 변화를 추구할 것으로 보인다.

Launched in 1999, the first decade of the euro was resounding success. The euro facilitated the integration of capital markets as well as contributed to expanding intra-euro trade. The euro members seemed to evade the devastating effects of the unprecedented global financial crisis in 2008. However, as the Greek financial crisis diffused to other euro areas such as Portugal, Ireland, and Spain, positive judgments and rosy prospects of the euro were abruptly reversed. This study aims to critically examine major issues emanating from the Greek financial crisis and the crisis of the euro. A variety of factors ranging from the Greek government’s unfettered fiscal policy, economic imbalance among euro members, the impact of the global financial crisis, the separation of monetary from fiscal policy in the EMU, and the lack of collaborative leadership by Germany and France combined to affect the expansion of the crisis. The euro area is likely to seek profound changes such as strengthening fiscal discipline of the euro members, the EMU governance reform, the creation of the EMF, and a new leadership.
