中國의 地域間 都市不平等의 趨勢와 要因分析

Abstract

이 논문은 『中國城鎭居民家庭收支調査資料』를 이용하여 90년대 중국의 지역간 도시불평등의 추세와 요인을 분석하였다. 분석결과 90년대 전반에는 지역간 도시불평등이 악화되었으나 90년대 후반에는 악화되지 않은 것으로 나타났다. 90년대 전반에는 모든 소득원의 집중계수가 증가한 것으로 나타난 반면 90년대 후반에는 국유 및 집체경제단위의 임금과 보너스를 제외한 모든 소득원의 집중계수가 감소한 것으로 나타났다. 따라서 90년대 후반 들어 중국의 지역간 도시불평등이 악화되지 않은 것은 국유 및 집체경제단위의 임금 및 보너스의 지역간 불평등 증가가 이전소득 등 여타 소득원들의 지역간 불평등 감소에 의해 상쇄되었기 때문인 것으로 보인다. 또한 지역간 도시불평등의 대부분은 국유경제단위 임금 및 보너스, 그리고 이전소득 등이 설명하고 이들 세 소득원의 기여도는 90년대 전반보다 후반에 더욱 커진 것으로 나타났다. 따라서 이전소득의 대부분을 차지하는 연금의 대부분이 국유경제단위에 집중되고 있음을 감안할 때 중국의 지역간 도시불평등의 핵심은 국유부문에 있다.

This paper examines the trend and source of the inter-provincial urban imcome inequality in China during the 1990s. We use official urban households income survey data collected by the Urban Households Survcy Unit of the National Statistical Bureau of China. The analysis shows that the inter-provincial urban income inequality in China increased during the 1990s. However, when we devide the 1990s into two periods, the first half of 1990s(1990-1995) and the second half of 1990s(1995-1999), we find that the inter-provincial urban income inequality in the first half of the 1990s has increased, but in the second half of 1990s the inter-provincal urban income inequality has not increased. The result shows that the inter-provincial urban inequality has worsened for all of the components of disposable income in the first half of 1990s. Compared to the first half of 1990s, however, the inter-provincial ruban inequality has not worwened in the last half of 1990s except for the state-owned and collective-owned unis's wages and bonuses. We also find that the state-owned unit's wage and bonus as well as the tuansfer income played major role in explaining the inter-provincial urban income inequality. The contribution to the inter-provincial urban income inequality from these three major sources became larger in the second half of 1990s than in the first half of 1990s.
