정부업무 자체평가의 효과 증진을 위한 영향요인:중앙행정기관 공무원의 인식을 중심으로

Abstract

본 연구는 정부업무평가에 중 자체평가의 목적과 문제점을 바탕으로 자체평가의 대상자이자 주체인 중앙행정기관 일선 공무원들을 중심으로 자체평가의 효과를 살펴보았다. 자체평가의 여러 구성요소 중 어떠한 요소가 자체평가 실행 후 조직 및 개인에 대한 긍정적 또는 부정적 효과에 영향을 미치는지를 살펴보는 것이다. 이런 연구과정에서 자체평가에 대한 개선방안을 모색할 수 있을 것이다. 표본은 국민권익위원회와 통일부 본청에 근무하는 공무원 전체를 대상으로 하였다. 국민권익위원회 본청에 근무하는 공무원 466명 중에서 146명, 통일부 179명을 본청 직원 중에서 93명의 응답을 중심으로 분석하였다. 자체평가의 효과에 영향을 미치는 요인에 대하여 분석한 결과 조직 및 업무의 효과와 조직구성원의 내적 효과 모두에 영향을 미치는 요인은 성과관리와 평가지표, 평가조직으로 나타났다.

This study examines the effectiveness of the Korean government self-evaluation system to achieve its purposes and to minimize its problems. It analyzes what are the positive and negative impact to self-evaluation among its factors. 146 government employees in Anti-Corruption and Civil Rights Commission and 96 employees in Ministry of Unification are asked for questionnaires. This research finds that most important factors to impact on the effectiveness of organization and business operation, and internal effectiveness of organization members are the outcome management, evaluation index, and evaluation organization.
