기후변화정책 조정체계의 대안 모색: 정책조정체계의 국가 간 비교를 중심으로

Abstract

기후변화문제는 대다수의 중앙 부처들이 관여하는 정책영역이라는 점에서 중앙정부 수준에서 효과적인 정책조정체계를 필요로 한다. 최근 선진국들 중심으로 이러한 정책조정체계 구축 노력이 진행되어 왔으며, 한국도 2009년에 녹색성장위원회를 정책조정기구로 신설한 바 있다. 하지만 신설 초기부터 이러한 방식의 정책조정체계가 지니는 효과성에 대해 회의적 시각이 있어 왔고 개선 필요성이 제기되어 왔다. 본 연구는 영국, 프랑스, 일본과 우리나라의 기후변화정책 조정체계를 비교 고찰하고, 이를 통해 대안적 정책조정체계를 모색하기 위해 진행되었다. 먼저, 이론적 관점에서 4가지 정책조정체계 유형을 도출하고 비교대상 국가들의 정책조정체계를 각 유형들의 관점에서 서술하였다. 다음으로, 각 유형들을 바탕으로 도출될 수 있는 8가지의 대안적 정책조정체계를 제시하고 설명하였으며, 끝으로 실현가능성과 정책조정능력 관점에서 이러한 대안들을 평가하고 개념적 지형을 제시하였다.

State climate change policies require effective coordinating mechanisms overseen by the central government, since policy formulation and implementation normally includes the involvement of a host of governmental institutions. As such, various types of coordinating mechanisms for climate change policies have evolved in most advanced industrialized countries. The South Korean government also launched the Presidential Committee on Green Growth (PCGG) in 2009 to accomplish this goal. Nonetheless, significant challenges are raised by the implementation of such policy coordination. Indeed, the effectiveness of the policy coordinating mechanism centering around PCGG has been questioned from the beginning, and there have been increasing demands for improvement. Based on the above observation, this paper explores an alternative coordinating mechanism for climate change policies by comparatively reviewing current practices of several states: England, France, Japan, and Korea. Specifically, this paper introduces four macro models of policy coordination mechanisms as an analytical framework with these four national case studies serving as an illustrative backdrop. The paper then reviews eight alternative coordinating mechanisms developed from the four models. The concluding section evaluates each alternative mechanism in terms of feasibility and capacity for actual policy coordination, while further delving into the conceptual configuration of sundry alternatives.
