Abstract
평생학습도시는 기초 지자체를 지렛대로 하여 평생학습을 전국적으로 확산시키는데 기여한 대표적인 평생교육사업이다. 평생학습도시의 확산과 함께 그 동안의 연구는 추진모형 연구에서 성과분석 연구로 발전하였다. 그러나 성과분석이 국가의 평생학습도시 조성정책에 맞춰져 있어 기초 지자체의 정책을 평가하고 영향을 미치는 데에는 일정한 한계가 있었다. 본 연구는 평생학습도시를 기초 지자체가 취해야 할 제도의 성취로 보고, 정책관점으로 평생학습도시를 분석하는데 목적을 둔다. Putnam(2000)이 제시한 지방정부 제도의 성취 측정방법으로 정책 과정, 정책 공표, 정책 실행, 지역민의 평가 등 4가지 분석 영역을 설정하여 평생학습도시 지정 당시와 5년 후를 비교분석하였다. 그 결과로 첫째, 정책 과정을 살펴보면 평생학습조직에서 양적으로 안정성을 보이고 있지만 질적 측면에서 내부 운영의 문제가 노출되었다. 둘째, 정책 공표를 보면 평생학습조례의 제정, 평생학습도시 조성사업의 참여 등에서 정책 결정이 활발하지만 새로운 교육모델을 제시하는 입법 혁신으로 발전하지 못하고 있다. 셋째, 정책 실행을 살펴보면 평생교육시설의 증가는 긍정적이지만 프로그램의 질적 향상은 부족하였다. 넷째, 지역민의 평가와 관련해서는 평생학습 참여 만족도는 향상되었지만 지역의 고유성에 따른 평생학습 활성화가 필요한 것으로 나타났다.
A lifelong learning city refers to a lifelong learning system carried out by basic local autonomies. Studies on the lifelong learning city have been changed from the studies on the initial model of projects to the studies on performance indicators and performance analyses. However, since performance analyses were tailored to the national creation policies of lifelong learning city, it did not have influence upon the policy-making by basic local autonomies. The purpose of this study was to examine lifelong learning cities from the aspect of policies, by regarding the lifelong learning city project as the performance of lifelong education system. By establishing such four analytic areas as policy process, policy publicity, policy execution and local residents' evaluation presented by Putnam (2000) as measuring methods of performance of local government systems, the investigator compared the year of lifelong learning city designation with five years' later. Study findings are as follows: First, as for the policy process, lifelong learning organizations were quantitatively stable, but its internal operations were qualitatively problematic; second, as for policy publicity, such policy-makings as legislation of lifelong learning ordinance and participation in the creation project of lifelong learning city were active, but it did not develop into the legislative innovation which presenting new educational models; third, as for policy execution, the increase of lifelong education facilities was positive, but the improvement of program was insufficient qualitatively; and fourth, as for local residents' evaluation, the satisfaction with participating in lifelong learning was improved, but the activation of lifelong learning according to the regional characteristics was unsatisfactory.
