| dc.description.abstract | 본 연구의 목적은 정부업무평가제도의 성과를 분석하고 시행과정에서 나타난 문제점을 검토하여 개선방안을 도출하고자 한다. 구체적으로 연구목적을 달성하기 위해 정부업무평가제도에대한 종합적인 접근 및 미시적 접근을 시도하였고 특히 정부업무평가제도의 틀에서 운영되고있는 개별평가제도로서의 자체평가 및 재평가, 특정평가, 성과관리, 지방자치단체평가, 그리고공공기관평가에 대한 분석을 위해 전체 48개 중앙행정기관의 평가담당자 및 평가경험이 있는공무원 집단을 대상으로 설문조사를 실시하였다. 분석결과 전체적으로 자체평가제도의 도입의성과는 중앙행정기관의 평가 역량강화에 기여하였고 통합평가제도 및 성과관리제도 또한 정부업무의 품질향상, 효과성, 책임성 향상에 기여하였다. 반면 평가에 대한 업무부담 완화 측면에서 부정적인 문제점이 지적되었고 국정운영의 능률성향상 등에 기여도가 낮게 나타나고 있다. 이러한 연구결과를 토대로 본 연구에서는 향후 개선방안을 제시하고 있다. | - |
