창업정책 현황과 창업생태계 관점에서의 청년창업 활성화 방안

Abstract

잠재성장률의 저하와 높은 청년실업률에 따라 효과적인 창업정책을 통한 청년창업의 활성화는 필수불가결한 선택이다. 정부의 정책은 형식적인 창업에 한정되지 않고 지속 성장이 가능한 청년창업이 되는 데 주안점을 두어야 한다. 본 논문은 창업 선순환을 위한 생태계 조성을 통하여 청년창업활성화 방안을 살펴 본 연구로 정부의 창업정책과 청년창업 현황 및 설문분석을 종합하여 다음과 같은 시사점을 도출하였다. 첫째, 청년 창업가의 열정과 도전정신이 새로운 기회를 포착하는 혁신으로 이어질 수 있도록 새로운 기회발견을 위한 Design 접근 및 창의적 교육을 포괄하는 사례연구 등을 통해 창업가정신이 고양될 수 있도록 하여야 한다. 둘째, 지속가능한 청년창업이 되도록 다양한 성공모델 관리와 차별적인 지원, 창업거래 기반을 조성해 주어야 한다. 셋째, ‘창업취업’을 활성화 시켜야 한다. ‘창업을 위한 취업’을 통하여 미래 창업기회를 발견하고 창업 후 경영에 필요한 경험과 네트워크 구축이 가능하도록 하여야 한다. 넷째, 창업성공과 실패경험의 사회적자산화와 더불어 창업지원뿐만 아니라 투자까지도 가능한 수익 공유형 통합창업서비스기관을 육성하여야 한다. 마지막으로 공정한 창업기업의 거래와 정책지원에 따른 성과를 중장기적으로 관리할 수 있는 창업데이터베이스가 구축되어야 한다. 실거래 기반 상권분석 데이터 활용과 더불어 정책지원 대상자나 기업의 정성적 및 정량적 실적 집계, 청년창업자의 개인 신용등급 변화추이 등의 창업데이터베이스 자료에 기초하여 효과적으로 창업제도가 운용되어야 한다.

Korean economy suffers the slowdown of the potential economic growth rate and high rate of youth employment after the 2000s. Korean government aims to achieve the expected results, economic performance improvement and rehabilitation of youth start-up firms, through the virtuous cycle of entrepreneurial ecosystem. However government have to recognize the limitations of the government public policy function. So it is very important for Korean government to decide the policy means that boosting the autonomous function of market mechanism. Revitalization of the entrepreneurial ecosystem depends on the trust among the market players and on social capital making the best use of prior experiences, success or failure. As a final conclusion, this paper suggests that Korean government consider the key success factors of youth start-up firms including venturing entrepreneurial spirit, networking social capital, working experience for founding new firms, setting up financial and managing service organization and managing start-ups database.
