사회적기업 투자를 위한 평가방법 및 국내 투자 사례 연구

Abstract

본 연구는 최근 국내외적으로 큰 주목을 받고 있는 사회적기업에 대한 투자 활성화를 위하여 사회적기업의 평가 방법을 정리하고 사회적기업에 대한 평가 담당자들과 벤처캐피탈리스트들과의 그룹 인터뷰, 실제 투자 사례 분석과 사회적기업 투자 조합을 결성한 벤처캐피탈 담당자와의 인터뷰를 통하여 사회적기업에 대한 현황과 투자에 필요한 평가 방법, 투자 활성화를 위한 제도와 조건을 탐색하는 데 그 목적이 있다. 선행 연구를 종합해 보면 사회적기업에 대한 평가는 정성적 방법과 정량적 방법을 통합하여 평가하는 것이 중요하며 그 주요한 방법으로 SROI를 이용한 방법과 사회적기업의 평가를 위해 변형시킨 BSC를 활용한 평가 방법이 있다. 그룹 인터뷰와 실제 투자 사례를 검토한 결과 이러한 도구들은 실무를 담당하는 평가 담당자들게게 거의 사용되고 있이 않았으며 현재 사회적기업에 대한 몇몇 법규는 사회적기업에 대한 실질적인 투자를 저해하는 요인으로도 지적되고 있었다. 사회적기업의 투자 환경에 있어서도 사회적기업이 단기간에 많은 성장을 이루었지만 아직까지 재무적인 투자 대상 업체를 찾기가 매우 어려운 상태에 있는 것으로 보이며 시장 전체가 미성숙한 것으로 파악되었다. 사회적기업이 원활하게 자본조달을 하기 위해서는 사회적기업의 규모화를 비롯하여 사회적기업 관련 법규도 개정되어야 하며 투자를 위한 자금의 성격과 운영 주체 또한 기존의 일반 벤처 투자 조합과는 다른 차별적인 요소가 있어야 함을 알 수 있었다.

The purpose of this research is based on classifying the methods and standards of social enterprises, which has recently been capturing the interests of people globally. After assessing the pros and cons of these methods and standards, we seek to find ways to organize them, and furthermore improve how to set up the performance measures when investing to these organizations. Test results have shown that both quantitative and qualitative approach is important. A useful tool for such approach is the customized BSC for social enterprises and SROI. This research reviews practicality and possibility in real-world application of each evaluation tools. Researchers performed a FGI with venture-capitalist and social-enterprise evaluation officers and also analyzed real-investee company cases up to now to understand the status of social-enterprise regarding capital investments. As a result, tools such as SROI and BSC has low credibility for evaluators evaluating social-enterprises or too complicated to be practically utilized. Also as for the environmental aspect for investing on social-enterprise, we discovered that the awareness of the entrepreneur, the sales of those enterprise and the size of the capital were all staged at a primitive level.
