한국과 일본의 녹색금융정책에 관한 비교연구

Abstract

본 논문은 한국과 일본의 녹색금융정책을 보조금, 정책금융, 민간금융, 익명조합투자로 나누어 살펴보았다. 현재 한국과 일본의 녹색금융정책은 환경보호활동을 적극적으로 노력하고 있는 기업에 대한 융자이다. 이러한 융자제도는 정책금융과 민간금융을 통해서 시행되고 있다. 한국과 다르게 일본의 녹색금융정책의 특징은 3가지로 요약된다. 첫째, 일본의 녹색금융정책은 구체적이며 체계적이다. 둘째, 커뮤니티 펀드의 사례와 같이 시민 및 NPO(Non Profit Organization)의 자발적인 환경보호활동이 적극적으로 행해지고 있으며 커뮤니티 펀드사업에 보조금을 지급하여 지원하고 있다. 셋째, 지방자치단체는 중앙정부의 정책을 지원하기 위해 다양한 녹색금융프로그램을 시행하고 있다. 따라서 민간부문의 참가를 촉진시키는 정책을 어떻게 효율적으로 구축하는가가 중요한 과제가 될 것이다.

This paper considered Korea and Japanese green monetary policy using subsidy, government system financing, private financing, community fund. The point of the green monetary policy of the two countries is financing to the companies making an effort for environmental protection positively. The financing system for the company is enforced through government policy finance and private financing. There are three characteristics of the Japanese green monetary policy different from Korea. At first the Japanese green monetary policy is concrete and is systematic. Second, like the example of the community fund, the voluntary pro-environmental behavior of a citizen and the NPO(Non Profit Organization) is carried out positively. The Japanese Government gives a subsidy for community fund business and supports it. And Third the local government enforces a variety of green finance programs to support a policy of the central government. Therefore, it is an important issue how to construct policies that promote private sector participation
