언론을 통해 본 녹색성장의 이념 확산과 Green HRD에 대한 모색

Abstract

녹색성장은 환경보호 차원을 넘어 환경경영으로 나아가는 사회경제적 운동이다. 녹색성장은 특정 영역을 넘어 전지구적이고 국가적인 수준에서 이루어지는 정책 영역으로 확대되었다. 본 연구는 녹색성장정책이 사회적으로 발휘되고 있는가를 언론 관점을 통해 평가하고, 국가적 수준의 인적자원개발에 던지는 시사점을 밝히는데 목적이 있다. 양적 내용분석, 프레임 분석, 정보원 분석 등 언론분석기법을 활용하여 녹색성장에 관한 언론의 보도태도, 의제설정 기능, 주요 정보원 등에 접근하였다. 녹색성장을 정책으로 제시한 2008년 8월 15일부터 2009년 5월까지 조선일보, 중앙일보, 동아일보 등 3대 신문사의 녹색성장 사설과 논평을 분석한 결과 언론보도는 녹색성장의 브랜딩에 치우쳐 있었다. 녹색성장의 다기한 영역에 대한 활발한 논의가 이루어지지 못하는 가운데 녹색성장을 책임질 인적자원개발에 대한 논의도 제기되지 못하고 있다. 녹색성장이 구호가 아닌 국가 수준의 정책이자 우리 미래의 삶이 되려면 이제라도 그린으로 무장한 인적자원개발 논의가 시작되어야 한다.

The green growth is a social economic campaign that is proceed to environmental business pass over just protection. It means that the green growth is escalated to global and national policy not just special area. In this study, it is a main purpose that is evaluation through the press about social responsibility of green growth policy and analyzing connection between human relationship development and green growth policy. To achieve this, qualitative analysis, frame analysis, agent analysis had been used. Final effect is the editorial documents of three major daily newspapers which are Cho-Sun, Choong-Ang, Dong-A were all about branding of green growth and nothing from mid-August, 2008 to May, 2009. In the cause of national green growth sucess for our future, human relationship development must be issued from now on.
