- Abstract
- The purpose of this study is to identify the dual labor market structure and the segmentation of labor market mobility in Korea and to analyze the characteristics of precarious workers who are stuck in the external labor market and continuously experience unstable labor conditions. For this, wage workers were classified as stable workers in the internal labor market and unstable workers in the external labor market. In addition, their job mobility, labor status, and determinants were analyzed after a year. The results of the analysis are as follows. First, the meaning of job mobility is different for workers belonging to internal and external labor market. Second, the labor market is now structured in the form of continuing the labor status of unstable workers. Third, the determinants of unstable workers and the factors that account for the mobility of unstable workers were found to be similar. These results show that the dual structure of the labor market in Korea has been strengthened and that there are certain groups with very poor working conditions. To remedy this situation, this study presented a solution in two directions: intrinsic relaxation of dual structure and support for the precarious. For the former solution, the government proposed the realization of the minimum wage, the introduction of the maximum wage system, and the improvement and expansion of the Durunuri project. For the latter perspective, this study proposed a comprehensive allocation of stable jobs, expansion of labor union’s role, and development of new industry.
