Abstract
The history of community education began with lifelong education in 1960s. At least in Korea, Community education based in real life was a precursor of lifelong education. Therefore the efforts to find the origin of lifelong education in Korea, it should start from reflecting the way community education has developed. Lifelong education has met renaissance after 1990s even though it had been ridiculed as unfeasible and unpractical thing. It will be meaningful to review how lifelong learning as a magic drug to social problems could get consensus from the whole society. It can be a key used to open the door toward revival of community education. This paper discusses what tasks have to be done to revive community education in the era of knowledge-based economy, region state and sustaining development. Community education, as a ground for lifelong education in local community, has been in a position to direct social development such as enhancement of regional authority, societal equity, and cultural creativity Now it moves from traditional model which diffentiates school from community to learning community. Community is regraded as an important place for lifelong education which has its own educability. So it should be foundation of pursuit of lifelong education policy and maintain learning environment where learning process can be continued. The task of community education is to restore our community that we have lost before. The task is able to be learning region and learning town/cities movement, too. As learning region and learning town/cities movement become realized, region is the core of economic development. In the knowledge-based society, community education plays a key role to improve total quality of regional human resource with combining regional human capital and social capital. It is necessary to develop economic strategy considered regional characteristics. Whether community can survive and revive, it depends on competitiveness in education in knowledge-based economy. So in regional renewal and national reconstruction planning, learning need to be considered.
