Abstract
This study constructed an empirical analysis to investigate changes in housing mobility and commuting patterns by comparing current commuting patterns of the New Town residents with patterns before they moved to the New Towns. Here are the findings from the anaysis. 1) Newtown residents put more weights on the job location than the place they are living in, when they determine which New Town to live in. This indicates job location of a household is one of important factors influencing his or her residential location choice. 2) The Newtown development in the Seoul Metropolitan Area has positive as well as negative effects on low-income residents. The positive effects are the Newtown development provides decent quality of housing to low income people, increasing their utility, while the Newtown development puts much more burden of transportation cost on low-income than medium and high income groups. In order to support mobility of low-income group, public transportation investment should be made to link the Newtowns to Seoul. 3) In order to make jobs and housing balanced in the Newtowns, more jobs should be created in the Newtowns. Jobs-Housing balance in the Nevvtowns will be a good policy alternative to solve the transportation problems in the Seoul Metropolitan Area.
