서울시 평생학습지수 개발과정의 시뮬레이션 연구

Abstract

본 연구는 광역단위 지자체인 서울시의 평생학습이 어느 정도 위치에 있는지, 장점과 약점이 무엇인지, 자치구들의 수준과 차이는 어떠한지 등을 계량화하하는 방법으로 평생학습 지수화를 검토하였다. 이를 위해 평생학습지수와 지수 개발에 관한 선행연구를 분석하여 시계열 방식의 서울시 평생학습종합지수와 순위지수 방식의 서울시 평생학습지역지수를 지수모형으로 도출하였다. 연구 결과에 따르면 첫째, 서울시 평생학습지수의 지표체계는 평생학습 투입-과정-산출의 작동시스템을 반영하여 학습지원, 학습활동, 학습성과 등으로 구성되었다. 이러한 3대 영역에 걸쳐 모두 9개 항목과 20개 지표의 체계가 이루어졌다. 둘째, 서울시 전체를 대상으로 한 종합지수와 자치구를 대상으로 지역지수로 구분하고, 2012년을 기준년도로 한 준거지수와 자치구 간 순위지수를 개발하였다. 시뮬레이션 결과, 서울시는 2012년 100을 기준으로 2013년 103, 2014년 109, 2015년 114, 2016년 117 등으로 지수가 상승하였다. 자치구 순위에서는 도심권에 있는 2개 자치구와 강남 3구에 해당되는 자치구들이 상대적으로 높은 위치에 있음을 보여주었다.

This study examines the indexing of lifelong learning by quantifying the extent to which lifelong learning system prevails in the metropolitan area of Seoul, exploring its strengths and weaknesses, and the levels and differences in the system in autonomous districts. Through the analysis of previous studies, the time-series-based Seoul Lifelong Learning Comprehensive Index and the ranking-index-based Seoul Lifelong Learning Regional Index were derived as exponential models. According to the results of the study, first, the indicator system of the Seoul Lifelong Learning Index consisted of three areas, including the learning support, activities, and outcomes. It reflected the city’s operation system of lifelong learning input-process-output. A system comprising nine items and 20 indicators was formed in all three areas. Second, the overall index for the entire city of Seoul and the regional index for the autonomous district were divided. The ranking index between the reference index and the autonomous district, based on 2012, was developed. As a result of simulation, based on the index of 100 in 2012, the index rose to 103 in 2013, 109 in 2014, 114 in 2015, and 117 in 2016. The ranking of the autonomous district showed that the indices of two autonomous districts in the urban area and three autonomous districts in Gangnam were relatively high.
