한반도 정전체제와 한미동맹의 역사적 기원과 전망

Abstract

지난 60년 동안 정전협정은 6·25전쟁을 종결짓고 오늘에 이르기까지 한반도의 분단 상황을 규정짓는 ‘법률적’토대로서 중요한 의미를 지닌다.그러나 계속된 북한의 대남도발과 정전협정 위반 사례로 인해 적지 않은 문제점이 드러났다.정전협정과 정전체제를 관리하는 감독기관의 기능까지 유명무실해졌다. 또 한미상호방위조약에 근거한 한미동맹은 지난 60년 동안 한국의 안보정책에있어 절대적 지위를 차지해 왔다.한미동맹을 통해 한반도의 평화와 안정이 유지될 수 있었다는 점에서 중요한 의의를 찾을 수 있다.현재 한미 양국은 포괄적 전략동맹을 더 발전시켜 안보정책 강화를 추진 중이다.따라서 한미 양국은어떤 방식으로든 한반도 정전체제의 문제점을 해소할 수 있는 해법과 한미동맹의 발전 방안에 대해 지속적으로 모색할 필요가 제기된다. 이런 맥락 하에서 본고에서는 한반도 정전체제와 한미동맹에 대한 역사적고찰을 통해 한반도 정전체제의 한계를 극복하고 평화체제로 전환될 수 있는방안을 모색해 보고,포괄적 전략동맹으로의 전환과정에 있는 한미동맹의 발전방향에 대해 고찰해 보았다.

The armistice agreement prevailing over the Korean Peninsula for the past 60 years was the act that concluded the Korean War. Its significance as a legally binding agreement regulates the divided state of the Korean Peninsula until this day. However, numerous problems have surfaced with the violation of the armistice agreement and the North’s continued provocation against South Korea. Even the function of the supervising organization that manages the armistice system and treaty has become nominal. Furthermore, the South Korea-U.S.alliance based on the South Korea-U.S. mutual defense treaty has had the absolute position concerning South Korea’s security policy for the past 60 years. Significance can be found in that peace and stability on the Korean Peninsula was maintained through the South Korea-U.S. alliance. At present, South Korea and the U.S. are reinforcing their security policy by further developing a comprehensive strategic alliance. Accordingly, the two countries need to continually establish a measure of developing the South Korea-U.S.alliance and are solution that can relieve the problem of the armistice system prevailing in the Korean Peninsula, no matter what it takes. Under this context, this article establishes a measure that can overcome the restrictions of the armistice system prevailing in the Korean Peninsula.The proposed measure can also convert the armistice system into the peace system through the historical consideration of the South Korea-U.S.alliance and the armistice system.The developmental direction of the South Korea-U.S.alliance,which has been in the process of conversion into a comprehensive strategic alliance, has been also considered.
