Abstract
Northeast China is a region where the heavy industry is concentrated from the times when Japan invaded China. However, after the reform and opening to foreign investment, China’s economic growth has been led by labor‐intensive manufacturing based on foreign investment and heavy industry was losing an increasingly productive energy. As China's reform had been opened up, especially being expanded to the role as the world's factory, industrial zone in the Northeast which is far from harbors has been forgotten in the fast‐growing China because its lack of the economic efficiency. Currently, China has undertaken political plants to develop Northeast region which is called as an old industrial zone in order to develop the land efficiently. China and North Korea are recently said to be a consensus on development in Najin port. Spreading hawkish foreign policy, North Korea had pushed for nuclear and Cheonan, Yeonpyeong‐do incidents and provoked infarction between South and North Korea as well blockade of the peak of the U.S. However, China significantly increased the trade volume between China and North Korea and avoided the international press in the United States and South Korea. Therefore Najin port joint development of China and North Korea has presented a new issue on international relations in East Asia. Development in the Northeast leaves China consideration about a matter of balanced regional development and North Korea’s economic blockage by the United States which is an international issue. China will consider and practice the economic and political issues to be the most beneficial way.
