Abstract
전자신용장은 모든 업무가 전자적으로 처리되는 무서류 기반의 발행은행의 조건부 지급확약이라고 정의할 수 있는데, 은행의 조건부지급확약이라는 원래의 기능을 전제로 하는 경우에 전자신용장은 모든 업무가 종이서류와 종이신용장 없이 전자적으로 처리되는 신용장이라고 할 수 있다. 지금까지 전자신용장 상용화 서비스를 제공하기 위한 다양한 시도는 있었으나, 실제로 상용화 서비스를 제공한 모델은 거의 없고, 그 중에서 SWIFT의 TSU만이 실현가능성이 가장 높은 것으로 평가받고 있으며, 한국의 경우에는 전자무역촉진3개년사업을 통하여 e-L/C 유통관리시스템을 구축하여 세계 최초로 전자신용장서비스를 개시하였다. 본 연구의 목적은 국내외 전자신용장 관련 인프라 구축 현황을 살펴보고, 이에 대한 문제점과 개선방안을 국내외로 나누어 분석해봄으로써 전자신용장 유통시스템의 구축과 상용화에 일조하고자 함이다.
Electronic Letter of Credit(e-L/C) is able to define as “paperless-based conditional undertaking payment by issuing bank” that all businesses are electronically handled. Assuming the original function of “conditional undertaking payment by a bank”, e-L/C means the L/C that all businesses are electronically handled without a paper document and paper L/C. So far, there have been various attempts to offer commercialization service of e-L/C. Actually, however, there has been few e-L/C model that has offered such commercialization service. Among them, it has been reputed that only TSU(Trade Service Utility) of SWIFT has the highest real possibility. For this, Korea has constructed e-L/C Distribution & Management System via e-Trade Facilitation 3 Years Project and then started offering the world first e-L/C service. The purpose of this paper is contribute to the construction and commercialization of e-L/C distribution system by understanding the current status for infrastructure concerned with domestic and overseas e-L/Cs and analyzing domestic and overseas problems and improvements about it.
