dc.description.abstractPurpose: The purpose of study 1 is to verify the difference in the level of commitment to organizational change (COC) perceived by sports referees, and examine a causal relationship between COC and organizational citizenship behavior (OCB) set as a dependent variable. Moreover, this study examines whether the relationship is moderated by organizational justice (OJ). In Study 2, OJ perceived by the referees and the reasons why referees are engaged in the refereeship are examined in more depth through the interview with the experts. Method: To achieve the research objectives, multiple and moderated regression analysis, and the in-depth interviews were used. According to study 1, it was found that the emotional organizational change commitment perceived by the referee was significantly higher than the sustained organizational change commitment, and there was no relationship between the normative change commitment and the sustained change commitment. In addition, only emotional organizational change commitment was found to have a positive and significant effect on organizational citizenship behavior, and hypothesis 3 was partially supported. Furthermore, Study 2 showed that the judges thought that they were at a disadvantage in the distributive justice, due to the lack of resources that the sports organization could allocate, specifically, wages. Moreover, leaders of sports organizations interfered with the careers of referees through unfair and objective operation and management. Study 2 also pointed out a problem with the organization's executives' involvement, revealing that selection bias occurred during referee assignment, regardless of an individual's ability. Lastly, the referees expressed that they experienced stress about the lack of advocacy and support from the organization when an unreasonable or negative event ensued on the sports field. Results: Consequently, it can be seen that the common reason for the immersion in refereeing activities was the sense of responsibility and mission for the development of the sport in which they were being a part. In conclusion, it was imperative that the development and innovation of sports organizations create a fair sports organization and vote for proposals that allow members of the organization, i.e. referees, to immerse in the organization. This was because immersion in the organization was defined as a strong emotional identification with the organization as a body, and citizens could act through belief and acceptance of goals and values, the will to strive for the organization, and a desire to continue. Therefore, it was vital and urgent for sports organizations to prepare active plans for justice because secured justice measures culminate in the referees’ COC and OCB. Now, since cases of impairing fairness such as private management of sports organizations and judgment of judges' bias had not been eradicated, efforts to change sports are absolutely necessary. Therefore, it was thought that it was timely to raise these issues at this point, and the method to increase the transparency of sports organization management and improve organizational efficiency through fairness should be continuously studied. Conclusion: The research suggestions are as follows. According to the process of generalizing and formalizing the problems of the welfare and support of sports judges, a framework for confirming problems and determining policies has been developed, and empirical studies that can be used in practice should be additionally conducted. Based on this study, there is a need to present a conceptual framework for evaluating the fairness of domestic sports organizations by investigating specific contents by various divisions of sports organizations and preparing policy implications.-
