The Reversal of New German Question: Europe’s Identity Crisis and German Ordoliberalism

Abstract

The identity crisis that Europe faces today is neither a recent nor unprecedented one. Europe is experiencing an identity scrutiny in the aftermath of fiscal and refugee crises. In its history, Europe has experienced a number of strifes to identify its idea and characteristics. In fact, Europe’s history has revealed the inner struggles to construct its identity. Occident predates Europe in its antiquity and the Christian Commonwealth lives even in contemporary Europe. The everlasting antagony between Christendom and Islam has not ended in Europe as shown in recent terrorists’ attacks in many parts of Europe, including the Charlie Hebdo massacre in Paris and similar incidences in other places. The way how the Europeans would deal with these kinds of tensions and conflicts would define the future of European integration especially after Brexit. The rise of new nationalism stemming from economic worse off in Europe is contributing to the deepening of this crisis. This paper reviews a historic evolvement of identity-creation in Europe and discusses the foundation of economic diversion among the members of the European Union. The architect of euro, Germany, is striving to redefine its own identity in European perspective. The failures of southern member states of the euro area in complying with the austerity measures may influence this efforts. This paper discusses how Germany’s ordoliberalism is working for the creation of profound basis for economic soundness of Eurozone countries which would lead to lessoning of economic tensions in Europe’s identity crisis. Encompassing German ordoliberal solidarity by other members of euro area would enhance the efforts of both Germany and Europe to find their common identity in the future.

유럽이 마주하는 정체성 위기는 오랜 역사를 가지고 있다. 최근의 재정위기와 난민유입으로 초래된 경제적 어려움은 유럽인들로 하여금 정체성에 대하여 많은 혼란을 야기 시키고 있다. 유럽인들의 역사는 유럽 이념과 정체성을 찾아가는 수없이 많은 갈등과 충돌의 과정으로 이해될 수 있으며, 종교, 근대성, 문화적 공통성, 공화주의 등 수 많은 ‘유럽적’ 내용들이 역사 속에서 유럽성을 형성해 왔다고 할 수 있을 것이다. 최근에 유럽 각지에서 나타나고 있는 Charlie Hebdo 사건 등과 같은 종교적 갈등과 사회적 충돌은 유럽성이 가져오는 긴장이 현대에서도 결코 완화되지 않고 있음을 보여주고 있다. 유럽인들이 이러한 긴장을 어떻게 대해 가느냐가 유럽의 정체성을 정의하는데 중요한 요소가 될 것이다. 유럽은 글로벌화에 따른 이민자의 유입 등으로 경제적 곤란이 가중되면서 나타나는 ‘신 민족주의’ 발현의 예외가 아니며, ‘아래로부터’의 ‘배척’(exclusion)의 형태를 나타내는 이러한 현상 속에서 정체성를 새롭게 논의하는 과정에 있다고 하겠다. 독일문제는 19세기 독일의 통일에서부터 존재해 왔던 독일의 정체성과 관련된 현상이며, 2차 세계대전 이후, 독일의 경제적 부흥과 이로 인한 유럽연합에 대한 공헌으로 인하여 수면 아래 머물러 있었으나, 2010년 유로존 위기 이후 유럽연합 회원국들의 과도한 재정지출에 따른 유로존 전체의 위기를 극복해 가는 과정 속에서 독일인들과 그 외의 다른 유로존 회원국 국민들 간에 독일의 정체성과 유럽의 정체성을 상호 대차하는 과정에서 각기 상이한 정의를 가져가고 있다. 독일문제는 독일 정체성의 문제인 동시에 유럽의 정체성의 문제이기도 하다. 따라서 유럽은 독일의 유럽 안에서의 새로운 역할에 대한 공감대를 찾아야 할 것으로 보인다. 독일인들이 유럽을 바라보는 ‘질서자유주의적 연대’(Ordoliberal solidity)를 유럽의 정체성 안에 어떻게 자리매김하느냐가 앞으로 유럽의 통합과 유럽 이념의 정립에 중요하게 작용할 것으로 보인다.
