조선 정부의 임진왜란 대응 및 역할

Abstract

이 연구에서는 임진왜란 당시 조선 정부가 무엇을 했는지를 살펴보았다. 일본군 참모본부가 1924년 ⌜일본전사 조선역⌟에 정리해 놓은 임진왜란에 참전한 일본군 병력수의 변동을 살펴봄으로써 임진왜란에 대한 그간의 인식이 얼마나 잘못되었는지를 살펴보았다. 각종 임진왜란에 관한 자료를 중심으로 연구한 결과, 임진왜란 때 일본군이 조선군을 압도한 것으로 기술된 기존의 역사와 다른 결과를 얻을 수 있었다. 일본군은 상당한 피해를 입은 끝에 물러날 수밖에 없었으며 그 과정에서 조선 정부의 역할이 대단히 중요하였다는 점을 확인하였다. 또한 기존의 국민적 인식과는 달리 선조 임금은 임진왜란 전반에 걸처 조선관군과 의병을 지휘하고 있었다. 조선 정부는 전쟁에 대한 최종적인 의사결정자로서 지속적으로 전쟁 종결을 위해 국가적 자원을 동원하고 배분하는 노력을 수행하였음을 알 수 있다. 일본군이 전투를 주도한 시기는 임진왜란 초기 2개월에 그쳤고, 2개월이 지난 후부터 임진왜란이 종료될 때까지 조선군이 전투를 주도하였다. 전투 횟수 및 전투 동원병력 면에서도 일본군을 맞아 싸운 당사자는 조선 관군이었으며, 명군과 의병은 보조적인 역할을 하였다.

This study examines what the Korean government during the Imjin War did. By examining the fluctuations in the number of Japanese troops who fought in the Imjin War, recorded by Japanese historians in the 1924 ⌜Japanese War History in Chosun⌟, we looked at how wrong the perceptions of the Imjin War were so far. As a result of the study, it was confirmed that the Japanese military had to withdraw after suffering considerable damage, and the role of the Joseon government was very important in the process, unlike those discussed in the existing mainstream history academia. In addition, it can be seen that, contrary to the existing public perception, the Chosun government made efforts to mobilize and allocate national resources to win the battle as the final decision maker for the war. As a result of the response from the Chosun government, it was confirmed that the Japanese army was unable to lead the battle except for the first two months of the war, and that they were unable to respond to the pressure of the Chosun army. The period when the Japanese forces led the battle ended in the first two months of the Imjin War, and two months later the Korean army led the battle until the Imjin War was over, and the Japanese forces retreated to their home country. In terms of the number of battles and the combat mobilization force, it was the Chosun Army who fought against the Japanese army, and King Sunjo leads all the governmant forces and millita throughout the Imjin War.
