공공기관의 사회적가치 성과분야에 대한 경영평가 개선방안 : 비계량 평가를 위한 참고지표 개발

Abstract

[연구목적] 공공기관의 경영평가에서 사회적가치는 경영관리의 공통지표로 반영되어 그 중요성이 증가하고 있음에도 불구하고, 주로 정성적 평가에 의존하며 일관성 있고 신뢰성 있게 평가하는 데에 어려움이 있다. 이에 본 연구에서는 이해관계자 중심의 사회적가치 측정방법을 공공기관의 특성에 맞게 응용·적용하여, 사회적가치의 비계량평가에 활용할 수 있는 방안을 제시하고자 한다. [연구방법] 구체적으로 공공기관 경영평가편람상의 사회적가치 평가 항목들의 내용 및 특성에 대한 분석을 바탕으로 1차적으로 적합한 지표들을 고안하였다. 또한 각 지표에 대하여 유용한 정보로서의 질적속성 충족 정도를 평가하고 주요 공공기관들에 대한 Pilot Test 및 FGI를통하여 실제 적용시의 적합성 여부를 검증하였다. [연구결과] 총 5개 영역에서 93개의 참고지표들을 1단계에서 선정한 뒤, 추가 검증을 거쳐최종 44개의 지표들을 2020년 경영평가에 활용가능한 참고지표로 최종 제시하고, 나머지는 실제 적용상 어려움이 예상되어 보류 또는 삭제하였다. [정책적 시사점] 본 연구는 공공기관 경영평가에서 비중이 증가하는 사회적가치 항목의 비계량평가를 위해 직접 활용할 수 있는 구체적 참고지표를 제시한 최초의 연구로서, 공공기관 사회적가치 평가의 어려움을 완화하고 평가의 신뢰성과 공공기관들의 피드백 가능성을 제고할수 있을 것으로 기대된다.

[Purpose] Despite the growing importance of social value as a common indicator of business management in the management evaluation of public institutions, it is difficult to evaluate consistently and reliably, mainly relying on qualitative evaluations. Therefore, this study intends to propose measures to apply stakeholder－centered social value measurement methods to the characteristics of public institutions and utilize them for non－metering of social value. [Methodology] The first appropriate indicators were derived based on the analysis of the contents and characteristics of social value assessment items in the management evaluation manual of public institutions. In addition, the degree of meeting qualitative attributes as useful information for each indicator was assessed and the pilot tests and FGI of major public institutions were verified for their suitability in actual application. [Findings] 93 reference indicators were selected in the first stage of five areas, and the final 44 indicators were finally presented as reference indicators that could be used for 2020 management evaluation, and the rest were suspended or deleted due to actual application difficulties. [Policy Implications] This study is the first to present specific reference indicators that can be used directly by evaluators for unmet assessment of social value items, which are increasingly important in public institution management evaluation reliability and feedback are expected.
