사회재난 기부금 배분체계 혁신의 방향에 관한 소고

Abstract

산업화에 따른 경제·사회·문화의 다변화로 인하여 재난의 범위와 피해 규모가 증가하는 추세이다. 시장-지향적 경제에서는 재난에 대한 대비를 국민 스스로 해야 하지만, 우리나라의 경우 국민의 보험가입률이 낮고, 재난원인자와의 협의 지연 등으로 대규모의 사회재난 발생 시 이재민이 자력으로 피해를 극복하기 어려운 경우가 발생한다. 이 경우, 지방자치단체 중심으로 정부가 지원하고, 민간도 모집단체를 통하여 다양한 기부금품을 이재민에게 지원한다. 그러나 사회재난별로 민간 지원금의 차이가 상당하여 이재민간은 물론 지역간 갈등도 발생한다. 또한 이재민으로부터 모금된 기부금품을 신속하게 배분해 달라는 요청도 빈번하게 나타난다. 이러한 맥락에서 본 연구에서는 형평성을 향상시키기 위해 재난 간 동일 피해 구호금액 격차를 완화시킬 수 있는 방안을 제시하였고, 동일 재난 내에서도 직접적인 피해를 입은 이재민에게 집중되어 있는 구호를 간접적으로 피해를 받은 이재민에게도 확대하는 방안도 검토할 필요가 있음을 제시하였다. 아울러, 사망자 등에 대한 구호금도 일괄적으로 동일 금액을 지원하기보다는 유가족의 상황을 반영하여 차등 지급하는 방안이 기부자의 기부의도에 부합할 것이라고 보았다. 마지막으로 기부금 배분의 신속성을 향상시키기 위해 배분위원회 구성의 필요성을 제기하였고, 재난 유형별로 배분 방안을 제시하였다. 나아가 재난의 구조화 수준에 부합하게 최초 배분시기를 조정하는 것이 적절할 것으로 보았다.

In response to diversification of economy, society, and culture from industrialization, the scope of disaster and scale of damage are increasing. In the market-oriented society, each individual has to prepare various disasters by buying insurances. The Korean insurance holder rate is relatively lower than other countries and it is hard for victims to recover from large-scale disasters on their own. So that, government has supported them and donations have been collected through private donation organizations. However, in the process of donation distribution, issues of fairness and speed frequently occurred. To minimize the problems related to national fund-raising and distribution for social disaster, this study suggested measures for enhancing the fairness and speed in donation distribution. In details, this study pointed out that it is necessary to provide similar amount of fund between disasters to enhance the fairness. This study also suggested that the relief is focused on victims who are directly damaged from disaster and pointed out the need for reviewing on measures for expanding the relief to victims who are indirectly damaged from disaster. Additionally, the existence of the bereaved family of minors should be taken into consideration when distributing funds. In order to enhance the speed of donation distribution, there needs to be organization of distribution committee and agreement between related institutions for the donation distribution method for each type of disaster.
