박근혜 정부의 정부협업에 대한 분석: 상향식 - 하향식 협업설계의 비교를 중심으로

Abstract

신공공관리에 대한 회의론이 커지는 가운데 협업을 강조하는 후기신공공관리 논의가 확대되고 있다. 박근혜 정부는 신공공관리식 국정운영에도 불구하고 ‘정부3.0’을 중심으로 정부협업을 강조했으며, 권위주의적 의사결정 행태 또한 나타나 신공공관리, 후기신공공관리, 권위주의가 혼재된 모습을 보였다. 본 연구는 박근혜 정부의 정부협업을 중심으로 하향식 설계(권위주의/신공공관리식 의사결정에 의한 협업 구성)와 상향식 설계(각 부처의 필요에 의한 협업 구성) 간 차이를 살펴보고, 각각의 정책설계와 실제 협업수행 정도를 비교하였다. 구체적으로 협업과제(하향식 의사결정)와 국정과제(상/하향 혼합식 의사결정)에서 도출한 두 개의 ‘협업설계 네트워크’와 정부기능분류체계(상향식 의사결정)를 정리한 ‘기능적 협업 네트워크’, 부처 간 전자문서 교환 여부로 측정한 ‘업무협조 네트워크(실제 협업수행)’ 등 4가지 네트워크의 구조적 유사성을 검토하기 위해 QAP 분석(네트워크 간 상관관계 분석)을 실시했다. 분석결과, 박근혜 정부의 정부협업 설계는 신공공관리의 실패를 극복하기에는 부족했으나, 공무원 스스로 협업을 학습하는 패턴이 포착되어 협업대상을 선택할 수 있는 재량권을 확대시키면 정책문제 해결을 위한 전문성이 발현될 가능성이 높다는 정책적 함의를 밝혀냈다.

A skeptical view of New Public Management (NPM) has currently been growing. Accordingly, post-NPM discussions emphasizing collaboration have begun to catch the eyes of both academics and practitioners. NPM has been a key paradigm for public administration in Korea but the Park Geun-hye administration emphasized collaboration through ‘Government 3.0’. This study examined whether the effort was on overcoming NPM by comparing top-down and bottom-up collaboration design. To this end, network correlations analysis (QAP) was done between four different collaboration networks: two types of top-down collaboration network designs (‘national tasks’ and ‘collaborative tasks’); a bottom-up approach to intergovernmental collaboration (‘functional collaboration network’); and the ‘formal document exchange network,’ which indicates actual coordinating and/or collaborative ties among governmental bodies. While top-down design for intergovernmental collaboration has nothing to do with actual document exchange collaborative networks, the bottom-up approach is statistically significantly correlated with the latter. The result indicates that the Park Geun-hye administration’s collaboration design was insufficient to overcome the failures of NPM. However, the result demonstrates that the expertise of public officials in resolving policy problems is expected to emerge when they are given discretion to select collaborative partners.
