국가/일반산업단지 생산성 영향요인분석에 관한 연구

Abstract

우리나라의 산업단지는 1962년 울산산업단지 개발을 시작으로 우리경제의 산업화와 고도성장을 견인하였다. 당시에는 국가 주도의 산업단지가 경제개발의 중추적인 역할을 담당하면서 국가 경제성장 기반으로 큰 역할을 하여 오늘에 이르고 있다. 또한 산업단지는 낙후지역 개발을 통한 국토균형발전과 지역경제 활성화에 크게 기여하여 왔으며, 제조업을 기반으로 경제성장을 위한 산업화를 추진해왔다. 최근 들어 빠르게 변화하는 산업구조는 산업단지의 변화도 요구하게 되었다. 기존 대규모 제조업중심으로 조성된 산업단지의 경우 산업시설용지 위주로 조성되어 지원시설용지 및 도로・주차장 등 기반시설이 부족하며, 도심의 확산으로 도시내부로 편입되어 시간이 경과하면서 노후화로 도시의 효율적 공간구조 형성을 저해하는 혐오시설로도 전락하게 되었다. 본 연구는 전국 일반산업단지를 대상으로 산업단지특성, 입지특성, 배후도시특성으로 분류한 생산성 요인을 살펴보고 산업단지유형별 특성분석, 개별변수간 상관관계분석, 다중회귀분석을 통해 향후 산업단지의 생산성 영향요인특성을 도출하고자 하였다. 연구결과, 전국 일반산업단지에서의 고용인 1인당 생산액 지표로 한 다중회귀분석에서는 실시승인 후 경과년수 30.5년을 기점으로 생산성이 하락하고 업종A(석유화학, 비금속, 철강, 기계, 운송장비)의 가동율이 떨어질수록 생산성이 높은 것으로 나타났다. 그리고 전국 일반산업단지의 생산성 기준을 면적당 생산액으로 보았을 때 실시계획 승인 30.4년이 경과된 후 생산성이 하락하게 되며, 면적이 작을수록, 업종A(석유화학, 비금속, 철강, 기계, 운송장비)의 가동율이 떨어질수록, 업종B1(전기전자)의 고용인 수가 많아질수록 생산성이 높아진다. 결과적으로 산업단지는 각 산업단지의 단지특성, 입지특성, 배후도시특성에 따라 재생계획의 시점, 업종의 변화, 도시기반시설 등을 고려해야 할 것이며, 산업단지의 재생방향으로는 실시계획 승인 경과년수가 30년 내외인 산업단지에 대해 재생계획이 수립되어야 하는 것으로 분석되었다.

Industrial complexes, which have played a pivotal role in the Korean national economy since 1960s, are showing the absolute lack of support site for facilities and infrastructure and deteriorating rapidly in recent years. This study is to examine the characteristics of productivity for general industrial complex, to analyze the characteristics using multiple regression analysis, the correlation between individual variables, and the relations between the industrial complex type and the citywhere the complexes located. As a result, we suggested that that the regeneration plan should be established for an industrial complex that approximately 30 years have passed after the approval of the implementation plan. For industrial complexes, time of regeneration plan, changes in type of business, urban infrastructure should be considered depending on background city characteristics, location characteristics, its own characteristics of each industrial complex.
