정책 아이디어에 기반한 대통령별 공공가치 비교연구: 대통령 연설문에 등장한 신공공관리와 후기신공공관리의 주요 가치를 중심으로

Abstract

신공공관리의 한계를 극복하기 위한 후기신공공관리 논의는 확대되고 있으나 실제 후기신공공관리적 변화는 매우 더디게 진행되고 있다. 이에 본 연구는 대통령의 정책 아이디어를 중심으로 한국의 신공공관리가 어떻게 이해되고 있는지 살펴보고, 후기신공공관리적 변화를 포착하는 데 목적을 두고 있다. 정책 아이디어를 구체화하기 위해 Jørgensen과 Bozeman이 제시한 공공가치 분류를 활용하였다. 구체적으로 김대중, 노무현, 이명박, 박근혜, 문재인 대통령의 연설문에서 주요 공공가치를 도출하였고, 단어 임베딩을 통해 공공가치의 의미론적 유사어를 검토하여 공공가치의 의미를 명확히 하였다. 그리고 공공가치 간 관계를 추출한 후(코사인 유사도 활용) 공공가치 의미 네트워크를 형성하여 대통령별 정책 아이디어를 비교 분석했다. 분석결과, 동일한 공공가치라고 하더라도 대통령 간 이해하는 방식에는 차이가 있었는데 이명박, 박근혜 대통령은 신공공관리의 정책 아이디어가 명료했으나 김대중, 노무현 대통령은 다소 완화된 신공공관리적 해석이 관찰되었다. 문재인 대통령의 경우 후기신공공관리적 이해가 가장 뚜렷하게 나타났다. 즉, 한국의 신공공관리는 행정환경과 정책맥락이 고려된 재해석된 신공공관리로서, 최근에는 후기신공공관리적 해석이 두드러지는 경향을 보였다. 본 연구는 정책 아이디어와 관련된 담론적 제도주의 논의를 뒷받침할 수 있는 방법론(경험적 분석틀)을 제시했다는 점에서 기여가 크다.

Despite the criticism of new public management(NPM), discussions on post-NPM are slow to root in the government management. This article aims to explore the concept of Korean NPM(its interpretation and change) focusing on the pesidents’ policy ideas, and capture the emergence of post-NPM initiatives. The policy idea is embodied through the identification of public values suggested by Jørgensen and Bozeman. Specifically, major public values are derived from the speeches of the five presidents(Kim Dae-jung, Roh Moo-hyun, Lee Myung-bak, Park Geun-hye and Moon Jae-in) through word embedding. The meanings of public values are clarified by examining semantic similar words. In addition, the relations between public values are extracted (using cosine similarity) and public value semantic networks are formed to compare policy ideas for each president. As a result of the analysis, even if the public value is the same, the interpretations of the presidents are different. Presidents Lee and Park had a clear idea of the NPM, but Presidents Kim and Roh show a weakened interpretation of the NPM. President Moon have the most clear understanding of post-NPM. In other words, the NPM in Korea is a reinterpreted NPM that takes the administrative environment and policy context into consideration, Lately, the policy ideas of post-NPM has a tendency to stand out. This article has a contribution in that it presents a methodology (empirical analysis framework) that can support the discursive institutionalism.
