폐기물 이슈 관련 언론의 문제구성, 프레임, 그리고 의제설정

Abstract

산업화 및 도시화가 가속화되고 사람들의 생활양식이 다양화되면서, 폐기물이 다양화될 뿐만 아니라 배출량 역시 급증하고 있다. 폐기물 배출량의 급증은 환경오염은 물론 각종 사회갈등을 유발하며 사악한 정책문제로 부상하고 있다. 이 과정에서 언론은폐기물 이슈를 정책문제로 전환시키는 핵심적인 기제 역할을 수행한다. 특히, 언론은의제설정 기능을 통해 폐기물과 관련된 핵심적 의제들을 부각시키고, 사회적 관심과 지지를 확장하기 위한 여론형성을 주도한다. 본 연구는 폐기물 문제에 대한 미디어 의제들의 특성과 변화를 분석하고자 하였다. 이를 위해 언론 보도를 정권별(박근혜, 문재인정권) 및 이념적 성향(진보-중도-보수) 별로 구분하고, 대표적인 토픽모델링(topic modeling) 기법인 잠재디리클레할당(LDA) 기법을 활용해 핵심적인 미디어 의제들을추출하였다. 분석결과, 3개 언론집단 모두 원자력, 환경(보호), 폐기물 관리 주제에 대해 중점적으로 의제형성을 시도한 것으로 나타났다. 그러나 정권에 따라 또한 언론사의이념적 성향에 따라 세부적인 문제정의와 의제형성 특성은 분명한 차이를 보였다. 분석결과를 토대로 본 연구는 폐기물 관리정책에 대한 중요한 시사점들을 도출하였다.

As industrialization and urbanization accelerate, the amount of waste has also been increasing rapidly. The rapid increase in waste causes various social conflicts as well as environmental pollution, resulting in a wicked policy problem. The media plays a key role in turning waste issues into policy problems. Through the agenda-setting process, media emphasizes important agenda related to waste and strives to gain social attention and support. This study attempted to analyze the characteristics and changes of media agenda about waste. For this, it classified media reports by regime(Park Geun-hye, and Moon Jae-in regime) and ideological or political orientations(progressive, moderate, and conservative), and extracted core media agenda using topic modeling with Latent Dirichlet Allocation(LDA). All three media groups would set the agenda focusing on three topics including nuclear power, environmental protection, and waste management. Depending upon the regime and the media’s ideological orientation, however, problem construction, frames, and agenda-setting characteristics showed a substantial difference. The findings of this study provided important implications for waste management policies in Korea.
