공무원 근무혁신에 관한 인식변화 연구

Abstract

인사혁신처는 공직사회의 일･가정 양립과 생산성 향상을 위해 2017년부터 매해 ｢공무원 근무혁신 지침｣을 제시하고 있다. 해당 지침에는 가정친화적 복무제도, 연가 및 유연근무 활성화, 그리고 초과근무 관리 등을 포함하였으며, 이후에는 환경변화(ex: 코로나19의 발생과 포스트 코로나)에 대응하기 위한 전략 등을 포함함으로써 공직사회의불합리한 관행을 제거하고 외부 수요에 적극적으로 대응하는 복무관리를 제시했다는점에서 의미를 찾을 수 있다. 본 연구는 공무원 근무혁신 지침에 포함한 전략과 내용 등을 논의함과 동시에, 공무원의 인식을 조사하였다. 이를 바탕으로 본 연구는 공무원 근무혁신은 앞으로 어떤 전략, 내용, 수단으로 변화할 필요가 있는지를 제안하였다.

The Ministry of Personnel Management has presented guidelines for work innovation in public officials every year since 2017 to balance work and family and improve productivity in public bureaucracy. The guidelines for public officials’ work innovation included a home-friendly service system, revitalization of annual and flexible work, and strategies coping with environmental changes (e.g., COVID-19 and post COVID-19) to eliminate unreasonable practices and actively respond to external demands. This study aimed to evaluate public officials’ perceptions of the Ministry of Personnel Management's guidelines for public officials’ work innovation and to present objective findings on what changes are needed in the future. Based on the perception survey, this study suggests what strategies, contents, and means the innovation of public officials in the future need to be changed.
