중국의 ‘일대일로’ 이니셔티브하의 내륙항 발전의유형화 연구

Abstract

2013년 시진핑의 등장과 더불어 중국의 대내외 전략 프로그램인 ‘일대일로(一帶一路)’ 전략은 향후 중국뿐만 아니라 동북아를 포함한 전 세계에 미칠 영향이 지대할 것으로 전망된다. ‘일대일로’ 전략의 핵심은 인프라 개발을 통해 중국내 경제발전과 대외 경제관계를 증진시키는 데 있다. 내륙항은 거대한 영토를 가진 국가에서 연해항만의 역할을 할 수 있는 기능을 부여함으로써 수출입, 물류활동및 지역경제 발전을 촉진하는 데 기여하고 있으며, 중국에서도 2000년대 초반이후 다수의 내륙항이 개발･운영되고있다. 내륙항의 기능은 다양하기 때문에 중국에서 개발되는 내륙항은 여러 가지 형태 및 특징을 가지고 있다. 본 연구는 중국의 '일대일로' 정책에 따른 내륙항 현황과 '일대(一帶)' 정책의 연결 노선 상에 있는 내륙항의 개발및 발전에 대한 유형화를 통해 중국 내륙항 발전의 특징과 패턴을 도출하고 향후 발전 방향에 대한 시사점을 제시하는 데 목적이 있다. 이를 위해 먼저 내륙항에 대한 일반적 이론을 검토하였으며, 이어 '일대일로' 노선상의 내륙항 현황을 분석하였다. 내륙항 관련 각종 데이터를 활용하여 다양한 요인 즉 내륙항의 목적, 설립주체, 규모, 기능, 통관 방식 등에 따른 유형화 분석을 시행하였다. 결론적으로 중국의 내륙항의 개발 주체는 항만, 철도업체, 지방 정부 또는 기업 등으로 다양하며, 설립을 통해수출입 물류활동의 지원, 연해항만의 물동량 유치 그리고 지역개발 등의 목적을 가지고 있는 것으로 나타났다. 따라서 ‘일대일로’ 이니셔티브가 지향하는 목적과 내륙항의 개발 및 발전의 지향성이 상당히 일치하고 있다는 측면에서 향후 두 사안이 상호작용 하면서 발전해 나갈 것으로 전망된다. 따라서 우리나라 기업의 입장에서 ‘일대일로’ 노선상의 물류 인프라 및 물류 발전을 계기로 중국 물류산업으로의 진출과 북방지역을 포함한 유럽까지의 수출입 물류의 효율성 개선을 위한 기회로 활용할 필요가 있다.

'One Belt One Road' strategy proposed by Chinese President Xi Jinping in 2013, that focuses on connectivity and cooperation between Eurasian countries, has become one of the most significant foreign policies. The initiative will have a huge impact domestically on China’s regional development as well as on politics and economy of the world including Northeast Asia in the future. The core of the 'One Belt One Road' strategy is to promote economic development in China and increase international economic relations via especially infrastructure development. The inland ports(or dry port) which developed largely in a country with a huge territory, have contributed to the promotion of import and export, efficient logistics activities and regional economic development by providing it to the role and functions of coastal port. Since the early 2000s, a number of inland ports have been developed in China with various forms and features. In this study, the features and patterns of the Chinese inland port development in line with 'One Belt One Road' initiative will be derived via their classification in order to suggest perspectives and some implications for the Chinese inland port development. To attain the propose of this study, firstly it is examined the general theory of the inland port, and analyzed the inland ports on the 'One Belt' route. Through this analysis, classification of inland port data were undertaken on the basis of various factors including their objective, establishing body, size, customs clearance type etc. In conclusion, the development of inland ports in China has been carried out largly by the port authority, railway operator, local government or regional enterprise etc. The development of inland port aims to support logistics activities of import and export, attract cargo volume for coastal port and develop regional economy. Therefore, it is expected that the two issues, the 'One Belt One Road' initiative and development of inland port, will interact, for example the 'One Belt One Road' policy will play a vital role in driving the development of inland port, on the same time the growth of inland port will also have significant impacts on the 'One Belt One Road' strategy. Therefore, it is 194 관세학회지 제18권 제3호necessary for Korean logistics companies to utilize logistics infrastructure on the 'One Belt One Road' route when they enter into Chinese logistics market as well as increase the efficiency of import and export logistics to link with Eurasian countries.
