서울시 경관사업과 경관협정사업의 주민참여방식에 따른 만족도 차이점 비교 연구

Abstract

이 연구는 경관사업과 경관협정사업을 시행하는 데 있어 주민참여방식의 차이 특성을 확인하고, 주민만족도에 영향을 미치는 요인을 파악하여 향후 경관 관련사업 추진 시 시사점을 도출하는 것을 목적으로 한다. 연구대상은 경관사업과 경관협정사업이 완료된 5개 사업지역이며, 해당 지역 주민과 실제 사업참여 전문가, 그리고 공무원을 대상으로 설문조사를 진행하였다. 연구 결과, 주민 참여는 비교적 사업 초기 단계에 이루어졌고, 사업별 주민 참여도는 경관사업보다 경관협정사업이 더 높았으나 참여 강도는 오히려 경관사업 참여 주민들이 더 적극적인 것으로 밝혀졌다. 이 연구의 시사점은 다음과 같다. 먼저 경관사업처럼 공공 주도로 시행하는 사업에 익숙한 현실에서 경관협정사업의 주체인 시민의 역량을 강화할 수 있는 프로그램을 보완하고 운영경험을 축적할 필요가 있다. 둘째, 생소한 사업 방식에 대한 주민·관계공무원 등의 이해 확대, 지속적인 참여유도 방안 마련 등 행정적·제도적 한계를 극복하기 위한 노력이 필요하다. 셋째, 주민 공동체를 활성화하여 자율적으로 경관을 유지할 수 있도록 사업 완료 후 지속적인 유지관리체계가 마련되어야 한다.

The purpose of this paper is to validate characteristics of the landscape project and landscape agreement project according to the difference in the level of participation relative to implementation of these projects. We surveyed residents, professionals and public officials that participated in projects. Results of this study reveal that residents’ participation was relatively immediate, and participation of residents in landscape agreement projects was at a higher level than that of landscape projects. However, the intensity of participation was more proactive in landscape projects. Results of this study reveal that it is necessary to supplement programs that can expand the extent to which residents can participate, which is the subject of landscape agreement projects, and to accrue further operational experience. Professionals and other public officials must overcome administrative and institutional limitations and expand understanding of how residents and civil servants as well can actively engage facilitating landscape projects, and implementing measures to encourage long-term participation. A continuous maintenance system should be established after completion of projects to enable autonomous landscape maintenance through community action.
